Job overview

This is a key role within the SBUHB UPC OOHs Service, supporting and accountable to the UPC Manager to ensure delivery of high-quality services that meet national and local standards. The postholder will work as part of the UPC OOHs Operational Management Team, acting independently within Local Authority and SBUHB policies to achieve work programme goals. They will support urgent primary care delivery within the unscheduled care framework for SBUHB. Responsible for day-to-day operational management of UPC OOHs services, including complex planning and collaboration with Clinical and Operational Management to meet key targets. Support directly employed administrative and other staff, fostering a positive working environment. Assist the UPC OOHs Manager in managing services to ensure high-quality patient care within available resources, continuously meeting quality and performance standards. Ensure effective management, development, and support of administrative staff, provide training for sessional GPs, and maintain strong teamwork and robust systems for efficient 24/7 service delivery.

Main duties of the job

Maintain accurate records and ensure availability as required. Regularly produce reports and presentations using software from a range of sources. Lead training for staff in clinical and IT systems (e.g. Adastra) during induction and ongoing. Manage and train users on the Rotamaster system to ensure efficient rota management. Liaise with IMT and support the UPC Manager in maintaining business continuity of IT systems critical to care delivery. Assist with maintaining the risk register and contribute to incident management and risk assessment. Work independently to interpret complex data and develop systems to support stakeholder engagement. Deputise for the UPC Manager, making decisions in line with strategy and policy. Assist with budget setting, monitor income/expenditure with Finance Partner, and identify cost-saving opportunities. Ensure compliance with financial policies, respond to audits, and manage GP payments. Authorise invoices, orders, and expenses within limits, ensuring service billing compliance. Develop and manage information systems to record service performance, generate reports, and maintain quality compliance records. Conduct patient surveys and audits to support service improvement and evaluate practice effectiveness.
