As the PMO & Data Manager, you will play a pivotal leadership role in shaping the planning, delivery and governance of the Property Construction portfolio. You will lead a team responsible for programme governance, data quality, performance reporting, analysis and insight—making sure Property and Construction have reliable, visible and actionable intelligence to drive decisions across major programmes including new stores, remodels, asset replacements, category rollouts and operational improvements.
This is a highly influential role requiring exceptional stakeholder management, leadership capability, and a passion for driving performance through structure, data, and insight.
You will collaborate and build strong day to day relationships with multiple stakeholders including Property, Finance, Construction Managers, Contractors, Consultants, and other Project Managers / PMO’s to ensure projects are delivered on time and as per the agreed scope. You will be required to own the property governance terms of reference, ensuring best practice is followed and compliance adopted. You will manage a team of PMO and data analysts.
You will be responsible for:
1. PMO Leadership & Governance
1. Lead the PMO function for Property Construction, ensuring adherence to governance frameworks and continuous improvement of standards.
2. Own and evolve programme governance processes, RAID management, change control, and reporting cycles.
3. Chair and facilitate governance forums, preparing high-quality packs, insights and recommendations for senior leaders.
4. Ensure robust oversight of all programmes, validating data accuracy, progress reports, risks and financial impacts.
2. Portfolio Reporting & Performance Management
5. Own and develop the Property reporting suite, ensuring “one version of the truth” across all programmes.
6. Provide consolidated portfolio reporting to Property & Construction Leadership, identifying trends, risks, opportunities and strategic impacts.
7. Monitor performance against timelines, budget assumptions, resource plans and delivery targets
3. Data Strategy, Quality & Visualisation
8. Build and lead the data strategy for the Property PMO, driving improvements in data quality, structure and accessibility.
9. Set the vision for dashboards, automated reporting and standardised templates across the department.
10. Drive insights that influence investment decisions, programme prioritisation and strategic planning.
4. Programme & Resource Planning
11. Oversee the creation of integrated programme plans across all Construction workstreams.
12. Ensure resource needs are forecasted, constraints highlighted, and decisions supported with clear insight.
13. Support prioritisation across competing programmes ensuring effective delivery sequencing.
5. Stakeholder & Relationship Leadership
14. Build strong, productive relationships with senior stakeholders across Property, Construction, Finance, Store Design, Operations, Consultants and Contractors.
15. Act as the central point of coordination for programme information, ensuring clarity, alignment and timely communication.
16. Influence decision-makers through compelling insight and evidence-based recommendations.

17. Line manage, coach and develop PMO and Data Co‑ordinators, building capability and supporting career growth.
18. Foster a culture of accountability, continuous improvement, innovation and high performance.
19. Ensure the team has clear priorities and is equipped with the right processes, tools and development.
7. Continuous Improvement & Innovation
20. Identify opportunities to simplify, automate or improve PMO processes and data flows.
21. Champion digital tools, automation, and best practice methodologies
22. Lead initiatives to improve efficiency, accuracy and transparency across the project lifecycle.

23. Demonstrated experience operating within a PMO or programme leadership role, ideally within construction, property, retail development, or capital‑intensive environments.
24. Strong understanding of project and programme governance, scheduling, capital planning, and risk/issue management.
25. A recognised qualification in Professional PM qualifications (e.g., APM PMQ, PRINCE2 Practitioner, MSP).
26. Experience leading teams and influencing stakeholders at all levels, including senior leadership.
27. Ability to persevere with significant change and challenges, finding creative ways to overcome barriers, and bounce back from setbacks.
28. Previous experience of managing data and creating reporting templates. Utilising data to identify risks and opportunities and to develop new ideas and concepts.
29. Innovative and are always looking for a way to continuously improve procedures to make them simpler, easier, and quicker for the team and end users.
30. You will be a forward thinker with excellent communication skills, both verbal and written and have an ability to communicate complex information clearly and influence senior stakeholders.
31. Proficient in the use of Microsoft Excel (Pivot Tables, Power Query) and have previous knowledge of using Power BI.
