We are supporting Basildon Borough Council (BBC) to recruit two Principal Regeneration & Development Officers on an initial 3-month temporary basis. Please note that these posts will be based in the office 2-3 days per week.

Main Purpose:
We are looking to appoint two senior regeneration and development leads to help drive and accelerate regeneration and housing delivery. Over recent years, the Council has acquired ownership and control of large areas of Basildon Town Centre and is taking an active role in shaping the direction and delivery of its regeneration – driving masterplans and vision documents, engaging stakeholders and investors, and progressing sites through feasibility, planning and into delivery. There are several complex, exciting and varied projects that need strong strategic thinking and project management – including cultural venues, residential and retail schemes, office retrofit and public realm, alongside an accelerating housing delivery programme across council-owned land. This includes leveraging our landholdings to unlock private sector investment and secure public sector funding that maximises impact and accelerates delivery.
Main Responsibilities
One role will work closely with the Regeneration & Economic Growth Manager, acting as a senior lead on town centre regeneration projects. The second role will work alongside the Head of Development & Delivery, with a key focus on housing-led schemes within the wider development pipeline from appraisal and viability through to planning and construction. Both roles will involve working across teams and liaising with council officers, Councillors, developers, investors, funders, local businesses and community groups – focused on driving momentum and delivering development at pace.
Key skills and experience required:
* The roles will require experience managing complex construction and regeneration projects within a public sector environment, with a strong understanding of procurement processes, governance procedures and political contexts.
* Candidates must be confident operating in evolving circumstances, able to solve problems creatively while maintaining programme momentum.
* Strong report writing skills (including Cabinet reports and consultant briefs), the ability to undertake site capacity and development appraisals, and effective project coordination across internal stakeholders and external consultants are essential
