Overview

The Welcome Center Manager reports directly to the Resource Navigator Director and serves in a supportive leadership role to ensure the effective day-to-day operations of the Welcome Centers located throughout Westmoreland County. This position supports the Director in implementing program goals, maintaining service quality, and ensuring consistent service delivery across multiple locations.

The Welcome Center Manager provides direct supervision, guidance, and support to Resource Navigators and Community Health Workers and works alongside staff both in the Welcome Centers and in community-based settings. The Manager ensures services are delivered using a whole-family, person-centered approach that addresses social determinants of health and promotes continuity of care for participants and families.

This position is responsible for oversight of program documentation, data collection, reporting, and quality assurance. The Manager will also spearhead and manage the exploration of future insurance billing opportunities for services related to social determinants of health (SDOH). The Manager will assist in researching best practices, strengthening data collection, developing documentation processes, and helping position the program for potential future billing opportunities.

The Welcome Center Manager must demonstrate strong leadership, organizational, and communication skills; the ability to prioritize and delegate effectively; and the ability to manage multiple sites and staff while maintaining alignment with the direction of the Resource Navigator Director.


Responsibilities

* Provide daily supervision, coaching, and support to Resource Navigators and Community Health Workers under the direction of the Resource Navigator Director, including regular supervision meetings and staff development.
* Support day-to-day operations of the Welcome Centers and provide hands-on support to staff both on-site and in community-based settings as needed.
* Ensure consistent implementation of assessments, service planning, documentation, and follow-up in accordance with program standards.
* Review documentation for accuracy, timeliness, and compliance and ensure all required reports are completed and submitted on time.
* Oversee program data collection, track social determinants of health needs and outcomes, and assist with data analysis and reporting.
* Participate in data meetings, support quality assurance efforts, and help identify program improvements based on data trends.
* Assist the Resource Navigator Director in coordinating admissions, service engagement, and discharges to ensure continuity of care.
* Collaborate with Behavioral Health & Developmental Services, the Base Service Unit, healthcare providers, housing agencies, workforce programs, and other community partners.
* Represent the Welcome Center Program in the community and assist with outreach and public education activities as assigned.
* Identify staff training needs and support ongoing training related to social determinants of health, motivational interviewing, trauma-informed care, and documentation standards.
* Support the exploration and development of future insurance billing opportunities for services related to social determinants of health (SDOH), including researching best practices, strengthening data collection, and helping develop processes needed to support potential billing.
* Complete special projects and perform all other duties as assigned by the Resource Navigator Director or VP of Behavioral Health Services.
* Any other duties as assigned by the Resource Navigator Director.


Qualifications

* Bachelor’s degree in sociology, social work, psychology, public health, counseling, education, criminal justice, gerontology, or a related human services field or equivalent combination of education and relevant human services experience.
* Minimum one (1) year of casework or human services experience required; supervisory or leadership experience preferred.
* Experience working with individuals impacted by social determinants of health, behavioral health needs, or crisis situations preferred.
* Knowledge of strengths-based practice, motivational interviewing, trauma-informed care, and whole-family service approaches.
* Strong organizational, leadership, communication, and problem-solving skills.
* Experience with data tracking systems, outcome measurement, and program reporting preferred.
* Ability to work independently while managing multiple priorities across locations.
* Must carry 100,000/300,000 bodily liability car insurance.


Salary and Benefits

Welcome Center Manager salary based on years of experience: $27.11 - $29.01 per hour ($56,388.80 - $60,340.80 projected annual salary for 40 hours per week). This position is non-exempt.
