Manchester City Council is seeking three dynamic Performance & Insight Managers to lead key areas of the National Institute for Health and Care Research (NIHR) funded Health Determinants Research Collaboration (HDRC) programme in Manchester.
The Performance & Insight Managers (HDRC) will oversee management of the three main pillars of the HDRC Manchester programme: Culture Change, Research, and Methods. This involves delivering projects to embed a research-driven culture across the council, identifying and prioritising research needs, and developing guidance, toolkits, training, and support to enhance research quality and impact.
The HDRC team comprises 12 members and collaborates with stakeholders within the University of Manchester, Neighbourhood services, and localities across the city. Each Manager will have their own workstream areas and direct line management responsibilities.
This role includes providing workstream direction, fostering a collaborative team environment, and delivering priorities through effective implementation plans. The Managers will also enable innovative research programmes and develop advanced research methods.
The HDRC programme aims to embed a culture of using evidence to improve decision-making on health and health inequalities, working with university partners to build collaborative infrastructure that combines local government knowledge with academic research skills. Currently, there are 30 HDRCs nationwide.
The mission for HDRC Manchester is "to put communities at the heart of policy". This involves enabling residents to influence decisions, improving decision-making and impact across the city council, ensuring investment leads to more impactful work, conducting real-life research on social determinants of health, disseminating learning, and creating a sustainable legacy.
The team will focus on three pillars: Culture Change, Research, and Methods, and will be embedded within Manchester City Council’s Policy, Performance and Reform (PPR) service, which advises on policy, transformation, and reform, ensuring data-driven, evidence-led decision-making.
The Managers will play a crucial role in advancing the HDRC Programme's mission and objectives.

* Recognize the importance of evidence-led decision-making.
