Connect Plus (CP) is the consortium that manages the 30-year National Highways flagship M25 DBFO contract, with over 140,000 assets and a management system certified to ISO 55001. The contract end date is 2039. Connect Plus Services (CPS), a Balfour Beatty, AtkinsRéalis and Egis Roads Operation UK Joint Venture, operates and maintains the M25 motorway network on behalf of Connect Plus (CP).
Job Description
This post leads our Network and Operations Directorate, overseeing a team of 300 employees. The role is responsible for incident & emergency response (labour, plant & vehicles), Network Security, Scheduling Hub and Control Room. It must strategically consider all incidents and stewardship of the network to continually improve the network function for our customer.
DIMENSIONS – FINANCIAL responsibilities: accountability for a budget of £30‑40 m per annum, management and efficiency of all fleet for the business (£8 m), minimising payment penalties and potential £10 m of self‑delivery in traffic management and small civil works.
INTERFACES: Internal – Staff and Managers from Asset, Performance & Delivery Teams, CPS Enabling Functions, CPS Senior Leadership Team. External – National Highways, Connect Plus, Emergency Services, Union Officials, Local Authorities, Contractors/Subcontractors and Stakeholders.
Responsibilities and accountabilities focus on four key divisions: On‑road operations, Scheduling Hub, Control Room, and Network resilience & security. The role also explores a strategic self‑delivery function to improve services and efficiency.
Responsibilities
* Lead the Network Operations Directorate, driving excellence across a team of 300 dedicated professionals.
* Strategic direction and oversight of Incident & Emergency Response, Network Security, Scheduling Hub and Control Room.
* Deliver key contractual and performance KPIs – Incident Response (Primary & Secondary), CAT 1 repairs (7‑ and 28‑day), 7‑Day Road space Accuracy, and minimisation of contractual payment penalties.
* Account for the annual budget (£30‑40 m) and fleet management (£8 m), and pursue £10 m of potential self‑delivery opportunities.
* Engage all internal and external interfaces – staff, managers, CPS enabling functions, senior leadership, National Highways, Connect Plus, emergency services, unions, local authorities, contractors and stakeholders.
* Drive safety, performance and stakeholder engagement across the four operational divisions: On‑road operations, Scheduling Hub, Control Room, and Network resilience & security.
