Main purpose of the job
Responsible for managing the end-to-end process of procurement, supplier management and tenders for the business. Engaging with internal stakeholders to implement supplier strategies, enabling the delivery of contracts and ongoing management against our commitments. A pivotal role in managing and proactively challenging the team to secure major contracts, ensuring the business is on the government frameworks and delivers to the agreed contractual SLAs. Leading a team by example to deliver the right solution to contract implementation, and then ongoing supplier management and solution management throughout the contract life.
Key responsibilities / accountabilities
* Tender & Bid Management
o Oversee the entire tender process from PQQ to final submission and contract delivery once awarded.
o Complete oversight of the business pipeline for all market opportunities and ensure the business secures a place on all applicable frameworks.
o Manage the tender and bid manager and technical specialists to ensure high quality, consistent and compelling submissions are submitted.
o Provide full oversight of all bids.
o Fully documented summary of new contracts to support the service delivery and operational management of the contract. To be written for all future and present contracts.
o Challenge all aspects of how the business will deliver the service and commerciality of a tender, working with the broader business to ensure the correct solution is submitted for each tender.
o Manage and analyse feedback following win/lose feedback and implement with the team the necessary continuous improvement for future tenders.
o Recommend changes to business Directors for business activities which are blockers in successful tender award.
* Leadership & Administration
o Lead, coordinate and oversee a team to ensure the team delivers operational outputs efficiently and supports the achievement of business goals.
o Motivate, coach and mentor the team to improve performance, fostering a positive work environment, and conduct the performance appraisals.
o Ensure effective communication to all internal and external stakeholders at all times.
o Document processes and regularly review all processes of responsibility in the department.
o Promote the Company’s services and maintain core values at all times.
* Procurement & Supplier Management
o Develop and implement purchasing strategies that align with group policies and business goals to optimise costs and improve efficiency.
o Identify sourcing opportunities to secure the best value parts, services and subcontractor services for the business.
o Identify, evaluate, and onboard new suppliers, while maintaining relationships with existing ones.
o Negotiate contract terms for approval by the Directors on sourcing, pricing, service delivery and delivery schedules to secure best-value agreements and solutions.
o Ensure timely production of new order quotations for customers and that quotations and orders are produced accurately.
o Supplier performance monitoring and management, evaluate vendors performance.
o Ensure all procurement activities adhere to internal policies, ethical standards, and legal regulations (e.g., Public Contracts Regulations).
* Maximising Vehicle Returns
o Proactive management of the specialists to ensure timely delivery of fully valid quotations to customers for new, replacement or trial vehicles.
o Identify and discuss with Contract managers fleet expiries and extensions, and manage the team to ensure timely requests for documentation.
o Ensure fleet handovers from the procurement team to the operational team are detailed to maximise benefits from warranties and other terms from procured suppliers.
o Proactively work with the business and specialist team to dispose of vehicles at contract end, maximising asset value through sales proceeds, excess mileage management, and ensuring end-of-life damage is identified and invoiced.
* Quality & Standards Management
o Implement and manage the SFS Social Value Approach, recognising commitments made in submitted tenders and monitor Social Value activity.
o Manage and retain International Standards – ISO 9001, 14001 and 45001 and manage migrations or future standards as required.
o Work with Directors to implement environmental performance improvements, delivering sustainability through the supply chain, including carbon reductions and Scope 3 reductions.
o Brand, website and social media management to keep content refreshed, working with external marketing to promote the business.
About you
* Essential skills
o Strong organizational skills to manage multiple, simultaneous, time-sensitive activities and projects.
o Proven management experience, with ability to lead and motivate teams.
o Advanced knowledge of MS Office systems and framework systems.
o Exceptional written and verbal communication, with the ability to write compelling, persuasive proposals and negotiate contracts.
o Proven track record of building professional relationships and influencing change.
o Problem solver with effective communication and influence.
* Desirable skills
o CIPS accreditation
o Experience in contracts and ability to draft contracts with limited need for specialist legal support; previous management of business sustainability.

Working hours
40 hours per week, Monday to Friday 08:30 - 17:00 (1 hour lunch) office based.
