WORKSITE LOCATION: Gulf Bend Regional Plaza, 6502 Nursery Drive, Suite 100, Victoria TX 77904

EEOC CODE: Professional FLSA STATUS: Non-Exempt

SHIFT: Fulltime; Monday thru Friday, 8:00am - 5:00pm, some early or late hours, some weekends

EDUCATION AND EXPERIENCE REQUIRED:

Required: A bachelor's degree in human resource management, business, healthcare management, or related discipline and a minimum of three years' progressively responsible human resources experience.

Preferred: BA/BS in related field and five years' progressively responsible human resources experience, SHRM, PHR, and/or CEBS certification.

JOB PURPOSE:

The Human Resources Generalist is responsible for a range of HR functions supporting the employee lifecycle, promoting a positive work environment, ensuring compliance, and working closely with HR management in supporting HR functions.

ESSENTIAL FUNCTIONS and DUTIES:

* Recruitment: Administers recruitment process. Primary contact for recruitment and liaison between applicants and hiring managers. Coordinates with hiring authorities on staffing needs. Maintains the applicant tracking system in HRIS. Timely posts open positions on GBC website. Weekly review of hiring platforms and search engines to source applicants. Creates weekly recruitment advertisements. Timely reviews applications. Schedules, prepares for, and attends interviews. Maintains daily contact with hiring managers on applicant status. Conducts background and reference checks of applicants. Attends career fairs, resume reviews, and/or mock interviews. Plans and/or attends recruitment events. Maintains contacts with college and high school career development centers. Knowledgeable of job market and industry trends. Anticipates and plans for future hiring needs.
* Compliance: Follows applicable labor and employment laws, regulations, guidelines and GBC policies and procedures regarding hiring, compensation, benefits, workplace safety, employee rights, and termination procedures. Knowledgeable of Center policies and procedures. Ensures that HR policies and procedures are followed and communicated to ensure a fair work environment. Regularly reviews laws, regulations and guidelines to ensure compliance.
* Policies and Procedures: Knowledgeable of Center policies and procedures. Assist Director of Human Resources with short-term and long-range goals of development of HR policy and procedures, laws, standards, and government regulations and making suggested improvements.
* Employee Relations: Provides daily coaching for directors, managers, supervisors, and employees. Investigates complaints. Negotiate conflict between employees.
* Employee Lifecycle: Monitors all phases of the employment process and all personnel transactions for the employee lifecycle. Assists with stay and exit interviews as requested. Back-up to HR Coordinator (onboarding, offboarding and benefits). Provides training to managers and employees as needed.
* Retention: Participates in activities to promote CORE values. Encourages employee morale initiatives. Promotes a positive work environment. Works with leadership to develop career advancement opportunities. Understanding of educational assistance opportunities. Works with leadership to implement retention strategies.
* Benefits: Knowledgeable of Center benefits plans. Assists in resolving payroll and timekeeping issues.
* Reporting and Recordkeeping: Maintains HRIS system (position control, FMLA, job descriptions, performance appraisals, and applicant tracking; leave accruals and benefits). Monitors and maintains unemployment claims. Conducts research, maintains data, and provides statistical reports to support HR processes. Assist with salary, benefit, turnover, or other surveys as requested. Assist in audits as needed
* Performance Management: Maintains center-wide job descriptions and performance evaluations.
* Credentialing: Maintains credentialing of contractors and practicums. Maintains department specific credentialing with community partners. Maintains and monitors all professional licenses. Communicates credentialing updates to required departments. Maintains records of contractors, students, and volunteers.

A trauma-informed approach to care "realizes the widespread impact of trauma and understands potential paths for recovery; recognizes the signs and symptoms of trauma in clients, families, staff, and others involved in the system; and responds by fully integrating knowledge about trauma into policies, procedures, and practices, and seeks to actively resist re-traumatization." The six key principles of a trauma-informed approach include: safety; trustworthiness and transparency; peer support; collaboration and mutuality; empowerment, voice and choice; and cultural, historical and gender issues (Substance Abuse and Mental Health Services Administration [2014]).

* The Three E's of Trauma: Events, Experiences, and Effects.
* The Four R's: Key Assumptions in a Trauma Informed Approach - Realization, Recognize, Respond, Resist Re-traumatization.

KNOWLEDGE, SKILLS, ABILITIES, and COMPETENCY:

* Comprehensive understanding of all HR areas including employment laws, compensation, benefits, workers compensation, training, and employee relations.
* Communication: Strong written and verbal communication skills to communicate clearly and effectively with strong organizational skills and the ability to interface effectively with all levels of the organization.
* Task management: Ability to perform tasks effectively and efficiently and to handle multiple priorities in a confidential environment. Must have strong attention to detail. Ability to work collaboratively with a team of staff to accomplish the efficient operation of the program by assisting coworkers, as necessary, to meet client needs and contract requirements with no verified complaints. Ability to work cooperatively and productively with supervisor, individuals, co-workers, and groups of persons at all levels. Contributes to a strong spirit of teamwork. Ability to establish and maintain effective working relationships with staff, other agencies and the public using tact, courtesy, and good judgment. Proactive and shows initiative.

* Customer service: Demonstrates appropriate responsiveness to internal/external customer needs.
* Dress code: Adherence to Center Dress Code to present a professional appearance and conduct when representing the Center.
* Fleet: Completes fleet checklist as required. Report all fleet problems directly to the Program Director within 24 hours of identifying problem. Uses GeoTab key fob in fleet vehicles and maintains road safety compliance.

OTHER REQUIREMENTS OR CONDITIONS:

* Current State of Texas Driver License or if you live in another state, must be currently licensed in that state. Liability insurance required.
* Must be insurable by Center's liability carrier if employee operates a Center vehicle or drives personal car on Center business. Safe driving record as defined by Gulf Bend Center.
* Must have computer experience to include Microsoft Word, Excel (beginner to intermediate level), Outlook, Teams, and Zoom. Ability to type 40 wpm. Ability to operate office equipment (copy machine, fax). Ability to type 40 wpm.
* Must complete all training requirements prior to the due date. Attend required training and consortia meetings. Relias training and any other training required for the role is 100% compliant.
* Must maintain regular and reliable attendance, including compliance with the telework agreement. This is a full-time position. Days and hours of work are Monday through Friday, 8:00am to 5:00pm or agreed upon hours 100% of the time, to ensure consistency and completeness of the program's processes. Evening and weekend work may be required as job duties demand.
