The Adult Community Mental Health Directorate within Cwm Taf Morgannwg University Health Board is seeking to appoint an Operational Support Manager to provide strategic and operational support to the Community Mental Health Teams (CMHTs) across the Rhondda, Cynon, and Taf localities.

This pivotal role involves the line management of approximately 20 staff across multiple sites, requiring a flexible, dynamic, and proactive approach to leadership. The successful candidate will be responsible for the coordination and oversight of key operational functions, including the management and timely reporting of data related to the Mental Health Measure.

Working closely with a multidisciplinary team of clinicians—including Psychiatrists, Nurses, and Social Workers—the post holder will ensure the smooth running of CMHT services, supporting both day-to-day operations and longer-term service development.

Main duties of the job

* Line management of administrative staff, including leave requests and ensuring a safe and continuous service is maintained at all times.
* Management of sickness absence for administrative staff, again following the appropriate Policy and ensuring processes are followed.
* Provide direct day-to-day operational support in the provision of quality services within budget and that all opportunities for the continuous development and improvement of the service are appropriately considered and pursued.
* To support the Directorate Management Team, and lead on improvement/ modernisation within own area of responsibility with respect to the service development.

Detailed job description and main responsibilities

* Take day-to-day operational responsibility for the requirement for, approval and monitoring of additional working hours undertaken by medical and administrative staff, fully understanding the need for financial control, taking action to reduce overspends.
* Ordering via oracle, as required, obtaining quotes and receipting orders once received, ensuring UHB and Local Authority financial procedures are adhered to including processes around petty cash and invoicing of protection of property.
* Support changes of practice and service projects/developments with clinicians and management, monitoring and evaluating outcomes.
* Ensure that all UHB policies and procedures are implemented and followed across the areas of responsibility.
* Investigate and resolve verbal inquiries received from patients and relatives.
* Ensure Local Authority protection of property procedures are followed.
* Assist where appropriate in the formal investigation of written complaints.
* Fully understand all aspects of improvement and modernisation targets, including current performance and any variations, ensuring that administrative staff and junior medical staff are aware.
* To support the Directorate Management Team, and lead on improvement/ modernisation within own area of responsibility with respect to the service development.

Qualifications

* Educated to Degree level in relevant subject or equivalent level of skills, knowledge and/or experience of working at this level
* Knowledge of administrative procedures and organisational policies
* Evidence of recent management qualification
* Knowledge of NHS Wales Performance Framework targets


Experience

* Experience of previous management or supervision of staff
* Previous experience within NHS
* Previous experience of dealing with medical staff including managing medical rotas
* Excellent organisational and prioritisation skills
* Excellent IT skills with ability to use a range of packages
* Flexible, open and approachable
* Effective interpersonal skills with the ability to deal with people, face to face
* Ability to work as part of a multi-disciplinary team participating in highly complex decisions
* Ability to problem solve quickly and apply lateral thinking
* Ability to work under constant pressure in a busy environment
* Able to analyse complex information and present it in an accessible format, highlighting key issues
* Welsh language speaking/listening skills at Level 3 or above
* Evidence of managing small scale projects
