The Economy and Climate Change team leads delivery of the Council’s Economic Strategy - our roadmap for building a more sustainable, inclusive and resilient local economy. We’re seeking a highly skilled Economic Policy Project Manager to help drive meaningful change across the organisation, ensuring our services, investments and partnerships deliver real benefits for the people of Cambridgeshire. This is a rare opportunity to be at the heart of local government innovation: shaping what good growth looks like and ensuring that new development, infrastructure and investment genuinely improve people’s lives. With Cambridgeshire growing rapidly, the decisions we make today will define the region for decades. In this role, you’ll play a pivotal part in influencing how the Council and its partners create a greener, fairer economic future. We’re looking for a creative and strategic thinker - someone who understands the role of local government and its partners, and who can draw on the best evidence and ideas from around the world. You’ll help redesign how we work, champion new approaches and push forward initiatives that maximise positive impact across our communities and economy. You will take a leading role in delivering our emerging strategy and action plan, while also identifying new opportunities for future updates. The role spans a wide, varied programme of work, requiring someone who is confident managing multiple priorities and navigating complex challenges. You’ll work closely with a broad range of stakeholders, building strong partnerships and securing collaboration to bring forward new areas of work. Strong communication skills are essential, as is the ability to engage the right audiences and build momentum behind new initiatives. This role is perfect for someone with an entrepreneurial mindset - someone who can turn evidence-based ideas into real projects and programmes, particularly in areas related to infrastructure and sustainable growth. You’ll be part of a small, specialist sustainability-focused team, but much of your time will be spent working with colleagues across the Council, external partners and potential funders. What will you be doing? In this role, you’ll help shape a more sustainable and inclusive future for Cambridgeshire. You’ll lead the research and analysis that guide major decisions, drawing on the best ideas from across the UK and internationally and turning them into clear, evidence‑based recommendations that drive real impact. You’ll play a key role in developing new strategies, business cases and funding proposals, bringing forward innovative projects and helping secure the investment to make them happen. Collaboration is central: you’ll build strong partnerships, work closely with senior leaders and represent the team across working groups to strengthen support for joint initiatives. You’ll also take the lead on project delivery, overseeing plans, procurement, risks and governance to ensure programmes run smoothly and successfully. With responsibility for budgets and financial oversight, you’ll help keep work on track and compliant with Council standards. Communication sits at the heart of this role. You’ll keep stakeholders informed, shape clear messaging for different audiences, and ensure that projects are driven by user needs and feedback. This is a chance to take on a broad, influential role - combining strategy, partnership building and hands‑on delivery - to help create a greener, fairer and more resilient local economy. About you We’re looking for someone with a rare mix of creativity, analytical strength and practical delivery skills: someone who can generate new ideas and turn them into real‑world outcomes. You’ll have experience in economic development, sustainability or inclusive growth and a good understanding of how these areas shape local economies. You should feel confident applying this knowledge to complex policy and delivery challenges. You’ll need strong analytical skills, able to interpret evidence and translate it into clear policy proposals, programme designs and strategic recommendations that support high‑impact decisions. Robust project and programme management experience is essential. You’ll be able to plan, track and deliver complex, multi‑layered work with confidence. You should bring experience preparing funding bids, especially for innovation or infrastructure projects, and be comfortable turning emerging ideas into credible, well‑structured proposals. Strong stakeholder and partnership skills are essential. You’ll work confidently with senior leaders and colleagues across organisations, building effective relationships and securing support for joint initiatives. Excellent communication is equally important - you’ll be able to present complex information clearly, tailor messages to different audiences, and produce high‑quality written outputs. You’ll also need solid financial awareness, including budget management, variance reporting and understanding local authority governance and procurement processes.
