Shape the future of the UK electricity market


Elexon is a purpose-driven, not-for-profit organisation operating at the heart of Great Britain’s wholesale electricity market. We play a critical role in enabling a secure, flexible, net-zero energy system — working across industry, government and consumers to deliver market confidence and nationally significant change.


This is a defining moment to join Elexon. We have successfully delivered market-wide Half-Hourly Settlement, transforming how electricity is balanced and settled and unlocking investment in low-carbon generation. We are now leading the development of local flexibility markets through the Flexibility Market Asset Registration (FMAR) service, creating a single enduring register for flexible assets ahead of live operation in late 2025. From mid-2026, Elexon will also provide enduring governance for the Government’s Smart Secure Electricity Systems (SSES) programme, reinforcing our position at the centre of electricity market reform.


The opportunity


We are seeking an exceptional Chief Operating Officer (COO) to join our Executive Leadership Team. This is a high-impact role with responsibility for Elexon’s Operations, Transformation and Customer Services functions, ensuring delivery of strategic objectives, operational performance commitments and statutory obligations under the Balancing and Settlement Code (BSC).


As COO, you will provide executive leadership for operational delivery, service resilience and continuous improvement, working collaboratively across the organisation and with external stakeholders to shape the future of the UK electricity system.


Key responsibilities


* Lead and deliver Elexon’s operational strategy, aligned to corporate priorities, regulatory requirements and stakeholder expectations
* Provide collective leadership as a member of the Executive Team, driving performance, culture and cross-functional integration
* Oversee the resilience and performance of core services, including settlement, assurance, code delivery and product development
* Drive continuous improvement, digital experience and operational efficiency across the organisation
* Lead programme delivery and change execution, ensuring strong portfolio governance, change management and quality assurance
* Incubate and transition new business opportunities into live operational services
* Ensure robust risk management, business continuity and regulatory compliance
* Champion a customer-first approach, enhancing market confidence and participant experience
* Lead communications to deliver a compelling internal narrative and maintain Elexon’s strong external reputation
* Build trusted relationships with Ofgem, industry bodies and market participants
* Develop and inspire high-performing, inclusive teams with a strong culture of accountability and innovation


About you


* Proven senior leadership experience in complex operational, regulatory or market-based environments
* Strong customer-centric mindset with deep understanding of service excellence
* Strategic, analytical and outcome-focused leadership capability
* Demonstrable experience leading transformation and continuous improvement
* Excellent stakeholder engagement and influencing skills
* Sound understanding of the UK energy market and regulatory landscape
