Role purpose
To translate shareholder and business objectives into a clear, practical, medium- to long-term infrastructure and asset investment strategy, and to turn that strategy into actionable investment plans and funding requirements.
This is a hands-on strategic role at the start of the organisation’s asset management maturity journey.
We are seeking a senior strategic leader to define and embed the asset management strategy and governance framework for a large-scale, national passive infrastructure portfolio of over 20,000 sites.
This role is accountable for establishing the Strategic Asset Management Plan (SAMP), Asset Policies, and investment governance that determine how infrastructure investment and maintenance decisions are made — today and for decades to come.
You will create the single source of truth for lifecycle asset management, ensuring decisions are transparent, evidence-based, aligned to shareholder outcomes, and compliant with ISO 55001.
This is a pivotal role at the start of a maturity journey — shaping the future of how infrastructure is governed, funded, and optimised.
What You’ll Be Responsible For
Asset Strategy & Policy
* Develop, document, and embed the Strategic Asset Management Plan (SAMP), aligned to shareholder outcomes and service obligations.
* Define and maintain the overarching Asset Policy governing lifecycle infrastructure management.
* Translate strategy into clear, practical, executable principles across the organisation.
Asset Management System & ISO 55001 Governance
* Establish and govern the Asset Management System in line with ISO 55001.
* Define governance structures, controls, and assurance mechanisms to drive compliance and maturity progression.
* Oversee monitoring, review, and audit programmes, providing confidence at executive and Board level.
Investment Planning & Financial Integration
* Act as the strategic interface with Finance, ensuring asset strategy is underpinned by robust lifecycle modelling and value analytics.
* Support development of TOTEX investment plans, business cases, and funding submissions.
* Ensure investment decisions balance risk, performance, cost, and long-term sustainability.
Stakeholder Engagement
* Work closely with infrastructure, operational, and corporate teams to align asset decisions with service requirements.
* Identify emerging risks and opportunities, presenting clear options and evidence-based recommendations.
Governance, Reporting & Assurance
* Own asset management governance processes, performance metrics, and decision forums.
* Produce clear, Board-ready reporting and provide independent challenge where required.
* Ensure investment and lifecycle decisions align with strategic intent and best practice.
Leadership & Culture
* Champion strategic thinking and cross-functional collaboration.
* Coach and challenge colleagues to raise asset management maturity.
* Bring external insight and best practice to evolve the organisation’s capability.
You will bring:
* Proven experience establishing asset management systems in asset-intensive environments (telecoms, utilities, transport, energy, infrastructure, or similar).
* Demonstrable experience setting Asset Strategy, Asset Policy, and long-term investment plans.
* Strong knowledge of ISO 55001 and lifecycle investment planning principles.
* Experience integrating asset strategy with financial planning (CapEx, OpEx, TOTEX).
* A track record of raising organisational maturity and embedding governance frameworks.
