Lincoln Cornhill is proud to be working with a Local Authority in Lincolnshire who are looking to source a Head of Housing on a three-month interim basis. You will be required to work on site three times a week and you MUST of operated at Head of Service before. The role is paying upwards of £450 a day through an Umbrella company.
Manage proactive patch-based housing services for Council tenants (including general needs, sheltered, and supported housing), licensees, leaseholders, and other owned properties. The post will support the Assistant Director Housing to ensure tenancies and estates are managed effectively with an emphasis on providing good customer service, sustaining tenancies, maximising income and achieving greater service efficiencies, demonstrating co-regulatory requirement.
The range of function which are covered include:
* Responsible for the direct line management of three people including a Business Support Team Leader, Senior Housing Officer and Independent Living Co-ordinator.
* Effective and efficient delivery of patch-based tenancy management services on a generic basis.
* Preparation, monitoring and control of all budgets assigned to the postholder including a Tenant Hardship Fund.
* Oversight for the administration of rent accounts ensuring adherence to the Income Management policy.
* To directly manage, support, develop and be responsible for Officers within the section.
* Supervision and monitoring of tenancy enforcement and anti-social behaviour cases.
* To ensure compliance with relevant housing law, legislation and regulatory regime, including reviewing guidance, reports, standards and outcomes from the Regulator of Social Housing and Housing Ombudsman to ensure the ongoing compliance of the section.
* To identify areas for policy development (new and existing) and assist in reviews and development as directed.
* Ensure the Council’s Safeguarding responsibilities are met through proactive management of matters arising from the section.
* To provide peer support to Senior Managers, Officers, Members and partners in solving problems and responding to external frameworks, opportunities and risks
* To manage a high performing team of Officers, delivering tangible outcomes for tenants of the Council. Ensuring the Council can provide evidence, with ease to the Regulator of Social Housing and/or Housing Ombudsman at their immediate request related to areas of responsibility.
Experience and skills required:
* Hold a CIH Level 5 qualification (or willing to study towards achieving this)
* Strong understanding and knowledge of social housing, customer and environmental issues.
* Demonstrable experience of working in Social Housing and/or Social Housing Policy related research/policy development
* In-depth experience of working with customers to improve service delivery and satisfaction levels for key services
* Experience of responding to government or regulatory policy changes, legislation and consultation.
