Principal Finance Manager: Financial Accounts, Capital, Planning & Quality
Are you an ambitious qualified accountant who is looking to develop their career in NHS Wales? An exciting opportunity has arisen to join the NWSSP Finance Team in the role of Principal Finance Manager. Based in our HQ in Nantgarw, Cardiff, the role will provide you with a wide range of experience in financial management across NWSSP. The role requires a hard working, committed individual with financial experience and a good eye for detail who works well as part of a team working to strict deadlines.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Main duties of the job

Key role to manage the NWSSP financial and capital accounting functions and to undertake the link role within these areas with the finance team of our host Velindre University NHS Trust including responsibility for VAT, maintaining the integrity of the fixed asset register, ensuring additions, disposals and asset validations are undertaken correctly.

Lead role in ensuring the achievement of the NWSSP Capital Expenditure Limit (CEL), providing accurate, timely and reliable financial information to both the Senior Finance Team, Service Directors and Welsh Government regarding capital expenditure including IFRS16 and to take the lead in the overall financial monitoring of the Capital Programme approved by the Senior Leadership Group.

Undertake a key financial planning role in the production of the NWSSP wide IMTP.

Key responsibility for co-ordination and monitoring of the finance team IMTP and wider emergency planning for the department.

Key responsibility for quality across the finance team.

Qualifications
Essential criteria

* Fully Qualified CCAB Accountant with full member status and experience of working at a senior management level with post qualification experience
* Evidence of Continuing Professional Development Training
* Significant demonstrable experience and specialist knowledge in areas of financial & capital accounting
* Comprehensive understanding of the NHS financial regime including Capital and Planning

Experience
Essential criteria

* Proven ability of preparing financial accounts in line with legal requirements and agreed timetables with experience of producing good quality year-end accounts and working papers
* Experience of working in a financial environment in a large complex organisation.
* Experience in producing a wide range of financial and management information, reports and analyses to senior management and executive level teams.
* Experience of providing a good standard of financial training to non-financial managers.
* Experience in complex use of financial ledger and Fixed Asset Register.

Desirable criteria

* Experience of working in the NHS in a financial accounting/capital role.
* Experience of working with non-financial senior managers.
* Experience of service developments, providing financial advice and support.
* Experience with Oracle FMS & Real Asset Management

Skills
Essential criteria

* Excellent Analytical and Numerical Skills.
* Excellent communication skills – both written and verbal.
* Ability to work on multiple complex tasks, working to tight deadlines.
* Advanced IT skills, including experience in all Microsoft applications, especially MS Excel
* Ability to work under own initiative.
* Ability to develop strong working relationships inside and outside the team to achieve common goals.
* Ability to establish objectives and priorities in a climate of uncertainty.

Desirable criteria

* Welsh Language Skills are desirable levels 1 to 5 in understanding, speaking, reading, and writing in Welsh.

Essential criteria

* Deliver excellent customer service to our internal and external customers, helping us to maintain the customer service excellence standard.
* Ability to travel if required.
