Role Overview
An exciting opportunity has arisen for the post of HR Operations Manager to support the ongoing work in the Trust and the Medicine and Emergency Care Division. The postholder will manage and oversee the HR Operations of Agenda for Change colleagues and support medical colleagues within their nominated Divisions, providing operational HR advice, support and information and escalating complex issues to the Senior HR Business Partner. The role also involves supporting the Senior HR Business Partner on strategic issues, leading the implementation of interventions within the Divisions and working with HR and Organisational Development colleagues to deliver a comprehensive service to divisions within the organisation.
Key Responsibilities
* Provide proactive, professional guidance to senior managers on workforce issues.
* Develop and present regular reports, analysis and recommendations against key performance indicators and transformational change objectives.
* Lead employee relations provision within designated divisions, providing advice and guidance to the Assistant HR Operations Manager and HR Officer(s).
* Offer specialist guidance on disciplinary, grievance, bullying and harassment, capability, redeployment and other HR matters.
* Champion resolution approaches and encourage appropriate resolution of employee relations issues.
* Manage divisional operational HR workload, coordinate and disseminate work across the team, assessing case complexity and resource availability to meet service needs in a timely manner.
* Support senior managers with commissioning investigations, drafting Terms of Reference and managing complex cases.
* Delegate investigations appropriately within the divisional team.
* Act as HR support to the panel chair in formal hearings, supporting outcome documents and recommendations.
* Provide HR support for organisational change planning and implementation.
* Support the Senior HR Business Partner with TUPE transfers, sickness absence policy monitoring and complex long‑term sickness cases.
* Assist in delivering workforce projects and initiatives such as organisational development, workforce planning and large‑scale change programmes.
* Co‑operate with Engagement Team and Divisional Management Team to deliver Staff Survey and Big Conversations.
* Produce and deliver reports using multiple data sources (Power BI, E‑roster, Staff Survey).
* Attend directorate and Trust meetings, providing KPI and HR updates where required.
* Use advanced coaching skills to develop leadership and management programmes with L&D.
* Interpret and advise on employment legislation, case law, HR policies and terms and conditions of service.
* Promote good HR practice, ensuring managers understand their responsibilities under Trust policies and statutory requirements.
* Analyse workforce information to support improvement and efficiency.
* Lead the development of HR policies and procedures, ensuring they are user friendly, legally compliant and properly consulted.
* Provide advice on job evaluation panels and assist with job redesign and banding.
* Support the Senior HR Business Partner in assessing the viability of tribunal claims and prepare case management alongside legal support.
* Lead responses to subject access requests within divisions, delegating preparation as appropriate.
* Manage temporary staff hours and e‑roster procedures for the employee relations team.
* Deputise for the Senior HR Business Partner as required.
Qualifications
* Degree level education or equivalent relevant work experience.
* CIPD Level 5.
* Experience in HR operations at a senior level.
* Experience supporting organisational change.
* Ability to build effective relationships with managers.
* Capacity to work flexibly and under pressure to meet deadlines.
* Familiarity with Trade Union engagement (desirable).
* Desire or ability to progress to CIPD Level 7 (desirable).
* Chartered member of the CIPD (desirable).
