Job overview

The project manager is a key role in delivering 'Your Future Hospital', an ambitious plan to transform patient care at Dorset County Hospital (DCH) by modernising the hospital estate. As part of the government's 'New Hospital Programme' DCH is making the biggest investment and expansion of the hospital estate since the late 1990s. The programme will deliver a new 'masterplan' for the hospital, including a new Emergency Department and Critical Care Unit; an outpatient diagnostic and assessment centre and a new main entrance. This is a once in a generation opportunity to take part in modernising your local hospital


Main duties of the job

* To support the Strategic Estates Programme Manager in the delivery of major capital schemes from inception to completion, including design, project management, contract administration and site supervision.
* To be responsible supervising the construction stage of projects. To include formal responsibilities under the NEC3 Works Supervisor role.
* To lead on smaller capital projects within the strategic team to enable major projects to commence.
* To comply with and ensure contractors comply with site rules and policies.
* Ensure project elements are communicated with the correct teams at the correct times.
* Take and monitor minutes and actions in both formal and informal meetings internally and with external parties.

Detailed job description and main responsibilities

* Develop project plans and programmes, setting clear timescales, objectives and milestones. Measure achievements, resolve delays and escalate where necessary.
* Form project teams containing key members of staff relevant to the project to enable staff to influence the project development plans. Arrange meetings at appropriate intervals and chair, take minutes and issue actions in project meetings.
* Delegate project tasks to suitably skilled internal staff and external contractors.
* To receive and interpret complex client briefs and developing appropriate design solutions using and applying knowledge, experience, approved codes of practice, Health Technical Memoranda (HTM), Health Building Notes (HBN), other recognised design criteria and data, conforming to statutory requirements.
* Support and occasionally lead the development of Project Business Cases.
* Carry out Capital project feasibility, design, specification and management of schemes in a multi-discipline environment from initial concept to completion with the preparation of necessary documentation for all stages of the capital process. To include; feasibility, project brief, scheme estimates and costs, CAD drawings, specifications and schedules of work, outline and detailed design, planning and building regulation applications, tender documentation, contracts, construction, on- site supervision, commissioning, acceptance of works and post project evaluation.
* Adhere to the Trust procurement policy and Standing Financial Instructions (SFIs) to obtain competitive prices from external contractors and appoint via evaluation exercises.
* Assist with contractor supervision in line with the Trust ‘Control of Contractors’ policy.
* Provide regular stage and key milestone reports on project progress. Report on progress and failures against project targets and communicate to internal and external staff at all levels.
* Agree complex implementation plans, ensuring that such plans are implemented with full regard and minimal disruption to the operational activity of the Trust and to communicate all agreed plans to all interested parties.

Education, Qualifications and Training


Essential criteria

* Degree and post-graduate qualification in Construction Management, Civil Engineering, Architecture, or Mechanical/Electrical Engineering or equivalent experience
* Project Management qualification
* Experience of writing specifications and tender documentation
* Experience of managing multi-skilled staff and specialist consultants


Desirable criteria

* Corporate membership of a construction-related institute or body e.g. RIBA, RICS, CIOB


Knowledge & Experience


Essential criteria

* Proven track record of project planning, implementation and completion
* Experience in specific project management techniques
* Experience communicating commercially sensitive and complex information to stakeholders
* Experience in site supervision, contractor performance management, and construction quality assurance
* Demonstrable experience of applying current legislation and regulations in the construction industry including Construction Design Management Regulations


Desirable criteria

* Experience of working in an NHS environment
* Experience of administering construction contracts (eg NEC Engineering and Construction Contract
* Knowledge of Estates and Facilities services


Skills, Abilities and Knowledge


Essential criteria

* Skill in usage of project management software eg: Microsoft Project.
* Highly organised and disciplined
* Ability to identify and manage risks
* Excellent report writing skills
* Ability to quickly build relationships and credibility with management & stakeholders
* Ability to interpret technical drawings, specifications, and construction documentation
* Numerate and comfortable with budgetary management


Desirable criteria

* Understanding of the pressures of working in a live health care environment
* Ability to understand, interpret and solve complex situations and issues (D)
