We have an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme to support risk mitigation, resolve barriers to delivery, and ensure value for money.
We seek someone with a proven track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investments.
Key Tasks include:
* Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
* Aligning programme deliverables with strategic objectives and owning change control processes.
* Supporting the Programme Manager in ensuring changes to time, cost, and quality are assured, working closely with delivery teams to ensure affordability and value.
* Managing stakeholder queries and delivering regular financial and programme reports across EA, Defra, and external suppliers.
* Supporting investment and funding activities with the Programme Manager and Director.
* Ensuring adherence to governance and assurance standards.
* Supporting business management through whole-life cost allocations.
The Team
The Digital, Innovation, and Programmes team oversees the Digital Strategy and its implementation. You will work with a multidisciplinary team, including Defra shared services and third-party suppliers, to shape user-centered digital services that are efficient and user-friendly.
Experience and Skills Required
Beneficial but not essential experience includes:
* Experience in fast-paced, dynamic programmes.
* Proficiency in Microsoft Office tools (Excel, SharePoint, PowerBI).
* Managing complex financial data.
* Understanding of financial, business planning, and budgeting processes, including charge funding, CDEL, and RDEL.
* Procurement experience, including raising purchase orders.
* Experience with business cases, EA and Defra approval routes, and change control.
* Experience in digital programmes (helpful but not essential).
* Knowledge of governance around spend control and assurance processes.
* Proven ability to lead, engage stakeholders, and drive innovation.
