Thank you for your interest in the role of Director – Integrated Health and Social Care/Chief Officer for the Perth and Kinross Health and Social Care Partnership (HSCP). This critical leadership role will drive the performance, redesign and reform of health and care services to ensure our communities receive the right support and care at the right time and place.
Key Responsibilities
* Lead the strategic planning, commissioning and delivery of integrated health and social care services across Perth and Kinross.
* Drive transformation and reform, ensuring services are innovative, effective and sustainable.
* Build and maintain strong partnerships with stakeholders across NHS, local authorities, partner HSCPs and the wider community.
* Ensure performance and sustainable outcomes for all delegated services, supporting people to live independently and healthily.
* Foster a culture of collaboration, continuous improvement and high performance within the Partnership.
* Participate in the executive out of hours on call rota as required.
Skills & Experience Required
* A high degree of professional knowledge in health and social care with a proven track record of developing and implementing innovative models of care.
* Education to Masters or equivalent level and equivalent experience.
* Experience of strategic planning and development within a complex, multi‑agency context.
* Successful track record in leading organisational and culture change and managing modernisation programmes.
* Significant financial management experience including strategic risk and budgetary planning.
* Experience operating within a complex care environment including local authorities, elected members, contractors and NHS senior executives.
* Experience of influencing at the senior level and engaging diverse stakeholders (politicians, contractors, government, third sector, users and carers).
* Success in leading, managing and inspiring the workforce, building effective teams.
* Demonstrable significant experience in service improvement with a wide impact.
* Extensive senior strategic and operational management experience with a proven track record of success.
* Strong strategic vision and the ability to inspire and motivate teams and partners.
* Excellent communication, negotiation and stakeholder management skills.
* A commitment to equality, diversity and inclusion and supporting the wellbeing of rural and urban communities.
Working with the Perth and Kinross Health and Social Care Partnership
* You can be employed by either Perth & Kinross Council or NHS Tayside.
* The role is largely self‑directed with high autonomy, accountable for delivering objectives set with both Chief Executives.
* Performance appraisal is undertaken jointly by the Chief Executives; for NHS employees this is also reviewed by NHS Tayside’s Remuneration Committee.
