Our client, a well-established, resident-led Tenant Management Organisation (TMO) based in Leytonstone, is seeking an experienced and highly capable TMO Manager to lead the organisation’s operational and governance functions.
Working in partnership with the London Borough of Waltham Forest, the TMO delivers housing management services in accordance with its Management Agreement and the Modular Management Agreement (MMA). This is a pivotal leadership role requiring strong operational oversight, financial acumen, and extensive experience within a TMO or social housing environment.
Your Role
The TMO Manager will take overall responsibility for the day-to-day management of the Estate Office and act as the professional lead for the organisation. The successful candidate will ensure the effective delivery of housing management, repairs, compliance, financial management, and resident engagement services.
This is a senior, hands-on management role suited to an individual with demonstrable experience operating at a similar level within a TMO or housing management setting.
Key Responsibilities

Lead the operational management of the Estate Office and estate services.

Ensure efficient delivery of housing management, repairs, maintenance, and caretaking services.

Procure and manage contractors, ensuring performance standards and value for money.
*
Manage rent collection and arrears recovery, including initiating legal proceedings and attending court where required.

Investigate and resolve anti-social behaviour cases, tenancy disputes, and service complaints.
*
Ensure void properties are prepared and re-let promptly.
*
Conduct regular estate inspections and oversee repair inspections.
*
Work closely with the Board to ensure compliance with the Management Agreement and MMA.

Prepare and present reports for Board meetings, AGMs, audits, and continuation ballots.

Devise and monitor the annual budget and maintain financial oversight, including VAT, PAYE, reconciliations, service charge reporting, and annual audits.

Ensure compliance with GDPR, FOI, safeguarding, and Health & Safety requirements.
*
Promote resident engagement and oversee resident communications.
*
Manage staff performance, payroll processes, and office administration.
*
Represent the organisation in meetings with the Council and external stakeholders.
Essential Requirements
*
Minimum 4 years’ experience as a TMO Manager or in a comparable senior housing management role.
*
Proven experience within a Tenant Management Organisation or social housing environment.
*
Strong knowledge of housing governance frameworks and the Modular Management Agreement (MMA).
*
Demonstrable experience managing budgets and financial controls.
*
Experience overseeing repairs services and contractor management.
*
Experience managing rent arrears, tenancy enforcement, and court proceedings.
*
Sound knowledge of safeguarding, GDPR, FOI, and Health & Safety compliance.
*
Experience working with and reporting to a Board.
*
Excellent leadership, organisational, and stakeholder management skills.
*
Unfortunately, this role is site-based and does not offer hybrid arrangements so ability to commute is esential.
