Interim Programme Director – Adult Social Care

Starfish Search is supporting a London local authority to recruit an Interim Programme Director – Adult Social Care. This is a key leadership role during a critical period of transformation, offering the opportunity to drive strategic change, deliver service improvements, and shape the future of adult social care provision in the borough.
Working closely with the Director of Adult Social Services and senior stakeholders, you will lead a programme of change designed to improve outcomes for residents while delivering financial sustainability. You will drive innovation to ensure the council is meeting the needs of its community in a more effective, person-centred way.
Key Responsibilities
* Lead and oversee the delivery of a complex transformation programme across adult social care services, ensuring alignment with strategic priorities and statutory obligations
* Drive innovation, service redesign and new ways of working that deliver better outcomes and improved value for money
* Work closely with operational leads and finance colleagues to identify opportunities for efficiencies while maintaining quality and compliance
* Engage and collaborate with key partners, residents, and internal stakeholders to ensure a co-produced and inclusive approach to transformation
About You
* Proven senior leadership experience within adult social care, ideally at Assistant Director level or above
* A successful track record of delivering large-scale transformation and improvement within complex local government or public sector settings
* Deep understanding of the adult social care landscape, including legislative frameworks, commissioning, and operational delivery
* Strong programme management skills with the ability to influence, challenge, and lead through change
* Collaborative and resilient, with the ability to build trust and engagement across political, professional, and community stakeholders
