PSR Rail Team are recruiting for a Project Manager in Kent. This will be on a permanent basis based 5 days in their offices in Kent with site presents needed and DLR experience is needed. Below for more information.
Purpose of the Role
To lead, manage and deliver DLR (Docklands Light Railway) / light rail infrastructure and civils projects with a high standard of safety, quality, programme, and cost control. Ensure compliance with DLR standards, regulations, and stakeholder requirements, while driving team performance and project delivery.
Key Responsibilities
Manage full project lifecycle of DLR / light rail infrastructure projects, from planning and design through construction, commissioning and handover.
Lead multidisciplinary teams - engineers, contractors, subcontractors, site supervisors - ensuring effective coordination and collaboration.
Ensure all works meet DLR standards, specifications, safety and quality requirements.
Oversee design interface and consultant coordination (station works, track, platforms, civil engineering, signalling, communications etc.).
Plan, develop and maintain project programmes, resource allocations, budgets and cost forecasts.
Track project financials: budget vs actuals, variations, cost control, and procurement.
Manage risk: identify, assess, mitigate risks arising through design, construction, stakeholder change, access constraints etc.
Monitor quality assurance / quality control processes; ensure inspections, tests and certifications are carried out.
Ensure health & safety compliance on site and off site, including DLR / TfL / Network Rail / light rail safety regulations + CDM regulations.
Liaise with DLR / TfL / local authorities / utility providers / statutory bodies / other stakeholders; manage submissions, approvals, and compliance documentation.
Oversee site possession works, shutdowns, safe works in live environments (where applicable).
Handle change control; review technical variations and claims and manage contractual obligations.
Produce periodic reports: progress, risk, budget, programme, quality, safety. Ensure client satisfaction and timely handover including snagging, as‐built documentation, etc.
Required Skills & Experience
Proven experience as Project Manager in light rail / DLR / similar systems. Projects involving civil engineering, station works, platform upgrades, track works, signalling, or infrastructure interfacing with public transport.
Good knowledge of DLR / TfL standards, or equivalent light rail / urban rail standards, and relevant regulations.
Experience managing multi‐disciplinary contracts and contractor / subcontractor teams.
Strong commercial acumen - budgeting, cost control, variation management, procurement.
Strong programme & planning skills; familiarity with project scheduling tools.
Strong risk management, health & safety leadership, quality control oversight.
Ability to manage works in live or operational rail environments with access restrictions, safety interfaces.
Excellent stakeholder management; able to liaise with DLR / TfL bodies, local authorities, utility companies, consultants, clients.
Good communication skills-written reporting, presentations, negotiation.
Competent interpreting technical drawings, specifications, design documents.
Qualifications
Degree in Civil Engineering, Construction Management, Railway Engineering or related discipline (or equivalent experience).
Relevant project management qualification (Prince2, APM, etc.) desirable.
Certifications: SMSTS, NEBOSH, or equivalent health & safety; CDM; other rail safety tickets (e.g. DLR safety, if applicable).
Contractor / site safety certifications (CSCS etc.) as applicable.
Desirable ("Nice to Have")
Previous experience working directly on DLR contracts or with DLR / TfL frameworks.
Experience with signalling or communications integration.
Familiarity with GRIP (or similar rail project governance frameworks).
Knowledge of environmental / sustainability standards relevant to urban rail projects.
Proven experience delivering projects in constrained urban environments.
Typical Project / Contract Values & Scale
Projects in the range of £5m‑£50m+ (depending on scope).
Managing teams of engineers, site supervisors, contractors; possibly multiple packages under your control.
