About The Role
Reporting to the Parking Infrastructure and Enforcement Manager, you will manage the day‑to‑day operation of the Parking Enforcement Team, including oversight of enforcement contractors, CCTV enforcement, parking permits and suspensions, and car pound operations.
You will play a critical role in ensuring enforcement activity is well planned, legally compliant and responsive to local issues, working closely with contractors, internal departments, elected members and external partners.
This role also provides the opportunity to deputise for the Parking Infrastructure and Enforcement Manager when required.
Key Responsibilities
* Supervise and manage the Parking Enforcement Team, ensuring high standards of performance and service delivery.
* Monitor and manage external enforcement contractors, ensuring compliance with contracts and value for money.
* Oversee CCTV enforcement, parking permits and suspension services.
* Lead staff induction, training, appraisals, performance management and development.
* Plan and coordinate targeted enforcement in response to non‑compliance and complaints, including PERU activity.
* Draft and respond to complaints, Member Enquiries, FOIs, SARs and service requests.
* Support audits, investigations and policy reviews, including areas of potential risk or irregularity.
* Maintain accurate systems and management information, working with IT and service providers.
* Represent the Council at meetings with external stakeholders including London Councils, DVLA and other bodies.
Essential qualifications & experience
* Experience of parking enforcement management, including permits, suspensions and CCTV.
* Proven experience of monitoring and managing enforcement contractors.
* Strong working knowledge of parking and traffic contravention legislation, TMOs, signs and markings.
* Experience drafting complaints, FOIs, SARs and Member Enquiries.
* Experience of managing staff performance, recruitment, training and development.
* Excellent organisational skills with the ability to manage competing priorities.
* Strong ICT skills, including Microsoft Office 365 and case management systems.
* Excellent communication skills with experience of dealing with the public and partner organisations.
Desirable
* Working knowledge of CCTV enforcement operations and procedures.
* Broader understanding of parking regulations or similar legislative frameworks.
