Job Details

Job Summary: Responsible for providing professional and effective management of tenders. Working collaboratively with Business Development and Operational management to secure new business and supporting organic growth of contracts with existing customers.


Essential Job Duties and Responsibilities

* Matrix management of multi-disciplinary teams on the production of high quality, innovative tenders, within the internal governance framework
* The continuous improvement of bid management processes that align and support business objectives
* Provision of sound financial, commercial and technical guidance to the Business Development and Operations teams during the tender phase
* Provision of support to the Operations team during handover following contract award


Tender activities

* Deliver tenders across a range of procurement routes, including tender, mini-tender and reverse auction
* End to end ownership of the production of high quality, competitive tenders from PQQ / RFI to full tender submission for a wide range of opportunities ranging up to £1b (or equivalent)
* Collaborate with the Bids and Proposals teams to identify and assess technology partners for tenders and long-term strategic partnership
* Work with the Bids, Proposals and Operations teams to generate ideas and USPs to deliver winning tenders
* Identify resources for bid preparation, negotiation and future project delivery, provide and update governance materials including budget, review slide decks etc
* Ensure that tenders are planned, delivered and submitted in a timely and professional manner
* Manage the approved bid budget for each tender
* Liaise with the Commercial Management to ensure that robust commercial and financial arrangements are delivered for Cubic and supply chain partners
* Identify and manage risk at both the tender phase and during handover to Operations
* Lead the tender through internal governance, liaising with company executives to provide confidence in the solutions offered
* Oversee production of costing models with support from Finance Management
* Challenge solution and delivery models to drive innovation and the production of competitive, high quality tenders
* Maintain accurate and comprehensive internal bid documentation
* Liaise with Research, Development and Operations teams to ensure that customer requirements are understood by internal engineering teams
* Ensure that standards, training requirements and regulatory requirements of tenders are fed back to Operations Management
* Develop mobilisation strategies for tenders and work with the Operations Management to ensure adequate resourcing and supply chain support is available to deliver successful tenders


Post Tender activities

* Ensure comprehensive handover of the project from the bid to Operations assuring that Cubic’s delivery teams understand the requirements of the specific contract that they are charged to deliver
* Perform lessons learned reviews on submitted tenders and to develop on existing processes as part of a wider continuous improvement process
* Assist Project Management in mobilisation of projects
* Comply with internal governance during handover to Operations
* Liaise closely with and provide advice and support to Project Management in the growth of existing projects
* Support with contract variation processes as required


General

* Consider ways in which the Business Development and tendering processes may be strengthened to deliver higher PWin and re-bid percentages
* Contribute to the development of strategic business objectives and to work as directed in implementing them
* Foster and develop relations with key personnel within customers and potential customers such that Cubic are involved as early as possible in any opportunity
* All activities to be completed in accordance with internal processes
* Comply with Cubic’s values and adherence to all company policy and procedures. In particular comply with the code of conduct, quality, security and occupational health, safety and environmental policies and procedures
* In addition to the duties and responsibilities listed, the job holder is required to perform other duties assigned by their manager from time-to-time, as may be reasonably required of them


Key Relationships

* Externally negotiating and liaising with senior stakeholders within the customer organisations
* Internally working with senior stakeholders including executives and colleagues within Bids, Proposals, Business Development, Project Management, Operations and Service
* Working with Cubic’s directors, Financial and Legal Counsel where appropriate


Minimum Job Requirements


Skills knowledge and experience

Essential:

* Demonstrable knowledge of commercial, finance and market related requirements for tenders
* Extensive proven track record of effective bid management and administration at a senior level
* Proven track record of management of multi-disciplinary teams including senior personnel
* Understanding and solid experience of European procurement
* Computer literate and good knowledge of Microsoft office
* Fluent in Polish and English

Desirable:

* Experience of business development using Shipley capture and proposal development processes
* A general understanding of the technology being employed
* Experience in dealing with procurement and contracts within Europe


Education And Qualifications

Essential:

* Degree in Engineering, Business Management, or other relevant field, and/or relevant experience in ITS/AFC/Rail.

Desirable:

* Masters in related discipline
* APMP certification (Practitioner Level)

* A self-motivated; focused individual with excellent inter-personal and presentation skills
* Must be able to demonstrate strong negotiation skills and the ability to be persuasive
* Must be dynamic and able to react quickly to a changing landscape
* An effective communicator, verbally and on paper
* Commercially astute with sound judgment and a penchant for detail
* Resilient with the ability to manage multiple initiatives simultaneously and capable of working effectively under pressure
* Enthusiastic and flexible, ability to find a solution to problems
* Numerate
* Ability to travel
