Location: Cunard Building, Water Street, Pier Head, Liverpool, L2 2BS
Start Date: ASAP
Contract Duration: 6+ Months
Working Hours: Mon – Fri, 09:00 – 17:00, 37 Hours per week
Pay Rate: £ 30.42 Per Hour

Job Responsibilities
Develop and manage a system for monitoring S106/CIL payments.
Analyze data and create reports.
Coordinate S106 funding proposals and present them to the S106 Sub-Committee.
Act as the main contact for S106/CIL matters.
Implement and oversee the Council’s S106/CIL system for processing, collecting, and distributing funds.
Ensure data accuracy in relevant databases.
Maintain financial records with the Finance team.
Ensure invoices are issued and followed up.
Lead the S106 Officer Working group to draft and present funding project reports.
Manage invoicing and debt recovery, including site visits.
Contribute to the review of S106 processes.
Produce and publish the annual IFS report.
Maintain records of viability assessments for development proposals.
Respond to S106/CIL inquiries, including FOIs.
Contribute to Local Plan viability assessment reviews.
Lead the implementation of CIL if introduced by LCC.
Person Specifications
Must Have
Strong data analysis skills.
Experience in financial management and record-keeping.
Excellent communication and presentation skills.
Ability to lead and coordinate projects.
Experience in managing stakeholder relationships.
Nice to Have
Experience with S106/CIL systems.
Knowledge of local government processes.
Experience in legal or debt recovery processes.
