Base pay range

Are you ready to lead strategic procurement initiatives that deliver real value for money and shape Scotland’s economic and social outcomes? The Commercial Value for Money (CVFM) programme provides focused procurement and commercial expertise across in‑scope Scottish Government expenditure to secure increased value for money through the delivery of monetary efficiencies and better policy outcomes with a particular focus on grants expenditure.

Procurement and commercial is much more than buying the goods, services or works the public sector need. Colleagues in the profession balance cost, quality and time considerations. It’s also about ensuring we use our collective spending power to innovate and to deliver social, economic and environmental outcomes aligned to Scotland’s National Performance Framework.


Responsibilities

* Lead a team of procurement and commercial staff in the development, planning and implementation of procurement and commercial projects for customers. This will involve working with and influencing key senior stakeholders across the Scottish Government.
* Explore all avenues for spend reduction and improved cost management across major contracts and grants in the Scottish Government. This will include collaborative and often sensitive work with policy leads, suppliers, grant recipients and senior stakeholders in the SG to identify, agree and implement opportunities for improved value.
* You will work across the organisation, sharing experience and input to the identification and deployment of best practice.
* Advise on legal, policy and other requirements pertaining to public procurement and commercial expertise; the Procurement Manager will be an expert in their portfolio.
* Drive the delivery through leading and accelerating benefits for the Scottish public sector. You will realise identifiable savings and other benefits to the wider government economic and sustainability agenda.
* Work flexibly both within the Division and across the Directorate to help deliver the organisation’s wider goals in line with the Directorate Plan. You will promote flexible working across the team and contribute to best practice initiatives.


Qualifications

This is a specialist role which requires evidence of continuous professional development, including external, advanced level professional accreditation or working towards accreditation of CIPS, WCC Advanced Practitioner Certification or relevant equivalent*; or a commitment to attaining such an accreditation once in post.

* ‘Equivalent’ may include accreditation from another relevant professional body or a relevant academic qualification at degree or post‑graduate level. Significant evidenced experience operating and delivering at an advanced level may be considered as equivalent when accompanied by a commitment to attain an accreditation once in post.

Experience

* Strong knowledge and experience in all aspects of the full end‑to‑end procurement process including strategic techniques and sustainable procurement with clear working knowledge of public procurement legislation.
* The ability to build strong networks and partnerships is essential combined with experience of engaging with and influencing senior stakeholders to maximise collaboration and outcomes.

Working pattern

Our standard hours are 35 hours per week and we offer a range of flexible working options depending on the needs of the role, including Flexi‑leave. Scottish Government staff in hybrid‑compatible roles should aim to work in‑person 40% of the time, either in an office or other agreed work location. Security checks

Successful candidates must complete the Baseline Personnel Security Standard (BPSS), before they can be appointed. BPSS is comprised of four main pre‑employment checks – Identity, Right to work, Employment History and a Criminal Record check (unspent convictions).
