Primarily based at West Midlands Fire Service HQ, Birmingham, with the requirement to work from a secondary location within the West Midlands at short notice.

Eligibility

Applications are invited from existing high-performing Crew and Watch Commanders who have:


* passed a recognised process for the role of substantive Crew/Watch Commander (Control), or
* been deemed competent in the role of Crew/Watch Manager (Control)

You Must Also

* have the support of your line manager (evidenced by the Line Manager Support form), and
* have no outstanding capability or conduct matters (except mandatory development plans associated with the role).
o support development of training packages that embed NOG into fire control operations

National Operational Guidance (NOG)

National Operational Guidance (NOG) is a framework developed by the National Fire Chiefs Council (NFCC) to provide consistent, evidence-based guidance for all UK fire and rescue services. It defines the principles and practices that support effective decision-making, risk management, and operational performance at every level - from incident commanders to fire control personnel.

Implementing NOG in fire control is essential to delivering safe, informed, and efficient responses to incidents. It helps ensure consistency across services, enhances interoperability during multi-agency responses, and strengthens the ability of fire control teams to provide accurate risk-critical information under pressure.

By embedding NOG into our control room procedures, we not only align with national best practices but also raise the standard of service we provide to our communities. This work is a key part of our ongoing transformation and presents a unique opportunity to be at the heart of change in one of the most vital areas of emergency services.

Role Overview

We are looking for a proactive individual to support the continued implementation of National Operational Guidance (N.O.G) within SWMFC through targeted training, assessment, and assurance activity.

Key responsibilities include ] :

* support Fire Control Command Level 1 and 2 competencies
* Support Safe to Command training and assessments for fire control personnel
* support the design and delivery of NOG-aligned input for Trainee Firefighter (Control) recruit courses, when applicable
* support planning and delivery of brigade exercises to validate operational readiness
* support assurance of fire control performance and development to ensure compliance with NOG, Fire Standards, organisational learning and national recommendations.

This role will also involve close collaboration with the Fire Control NOG Implementation Manager, Fire Control Support Team, Fire Control personnel, internal departments such as Operational Training and Development, Staffordshire Fire and Rescue Service, and national stakeholders. Strong interpersonal and communication skills are essential to build effective working relationships across these groups.

As this is an operational post, there is an expectation that 22 resilience shifts are carried out per year with a requirement to maintain fire control competence against agreed Competency Risk Assessment framework.

Essential Skills/ Requirements/ Behaviours

* have previously been sector competent against the National Occupational Standards for Firefighter (Control) prior to your progression to a supervisory role
* have in-depth knowledge of fire control policy and procedures
* have a good understanding of NOG
* be actively working against a development plan aligned to the Watch Manager (Control) role requirements
* demonstrate resilience, self-motivation, and a proactive approach to leading through change
* uphold and champion the NFCCs Core Code of Ethics, Our Promises and a culture of respect, dignity, and professionalism

Working hours

This is a full-time position, working a nine-day fortnight pattern.
