BACKGROUND

Over the past 90 years, the International Rescue Committee (IRC) has developed unparalleled expertise in responding to emergencies and helping uprooted communities to rebuild. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. The IRC is on the ground in more than 40 countries, providing emergency relief, relocating refugees and rebuilding lives in the wake of disaster.

IRC UKis part of the IRC global network, which has its global headquarters in New York. Our team in the UK works to raise profile, deliver policy and practice change, and increase funding to help restore health, safety, education, economic wellbeing and power to people devastated by conflict and disaster. Since 2021, IRC UK has also provided integration services directly to refugees in England.

In Europe, the IRC also has offices in Berlin, Bonn, Brussels, Geneva and Stockholm.

The Purpose of the Role

Support strategic sourcing of indirect categories and projects for UK, Belgium, Switzerland and Sweden. Establish strong collaborative relationships with functional areas to align around category strategies and project requirements, scopes, and timelines. Partner with global and regional HQ offices and programmes to drive procurement through the Supply Chain team and eliminate unmanaged spend. Establish long-term agreements where feasible to reduce transactional work and obtain optimal quality, service, price, and other benefits for IRC. Advise and enable HQ offices and programmes in their sourcing projects as appropriate. Develop beneficial partnerships with global and regional suppliers and other organisations.

Indirect sourcing categories may include marketing services, local IT and telecommunication equipment, systems, and services, consulting services, financial systems and services, human resource systems and services, office supplies, equipment, and services, and other indirect categories of goods and services. Specific responsibilities include facilitation of sourcing initiatives and projects with Programmes, development of category strategies with guidance as appropriate, negotiation with suppliers, establishment and maintenance of supplier relationships, and leadership of Business Reviews with suppliers and internal partners. Total category spend and supplier-base in each category is managed by HQ teams and programmes; however, the Procurement Manager must offer oversight and support totheHead of Facilities and Procurement and GSC.

Scope and Authority

Authority:

•Complianceof policies and procedures for IRC UK procurements.

Responsibility for Resources:

•Responsible for daily activities of the procurement lifecycles are executed efficiently both physical and digital

Key Working Relationships

•Reports to Head of Facilities and Procurement


KEY ACCOUNTABILITIES

* Establish strong collaborative relationships with internal groups including Programs,
* Regional/Country Offices, Finance, Human Resources, IT, Legal, and others
* Lead each source project: facilitate team meetings, supplier engagement, handle and document the RFX process
* Support the creation of category strategies, supported by market and industry analyses for most common and/or financially significant categories procured in the UK and relevant EU offices, to identify savings opportunities therein.
* Collaborate with Global Procurement and office teams, strategically using local, regional, and global rate setting agreements as appropriate.
* Establish and maintain supplier relationships, and facilitate periodic Business Reviews to continually identify process improvements and cost reduction opportunities
* As required manage complex projects from conception through implementation, including change managementincluding policy, tool, and system rollouts at the UK and relevant EU office level.
* Serve as subject matter specialist to HQ and Country Program teams
* Diligently manage documentation and compliance with IRC and Donor policies and regulations
* Prepare analyses of spend data, category supplier bases, and cost models
* Managing the preparation and disturbing procurement communication with internal and external stakeholders
* Engage the UK and named EU offices in annual planning
* Actively support procurement training to stakeholders
* Creating and managing procurement documents and processes as required

Collaborative working:

•Maintain documents, contracts, supplier data bases

•Review and place purchase requests and purchase orders

• Maintain inventory / Asset tracking INTEGRA

• Research potential suppliersand verify the supplier pool is diverse for each category.

•Conduct due diligence on new and existing suppliers

•MDM coordination and support

•Support cross boarder / international supply chain requirements.

Job Requirements:

* Strongexperience in a range of indirect spend categories
* Experienced user of Excel, Word, PowerPoint, and ERPs
* Solid experience in contract negotiation and supplier relationship management
* NGO experience preferred, including understanding of institutional donors’ (FCDO, ECHO, and others) procurement policies

Demonstrated Skills and Competencies:

* Excellent problem solving, communication, and influencing skills within a matrix environment
* Demonstrated knowledge of procurement industry cost structures and drivers
* General knowledge of applicable sourcing, planning, and logistics laws and regulations
* Demonstrated project management and process improvement experience
* Ability to document partner requirements and specifications in conjunction with subject specialists, measure and drive adherence to requirements and specifications, and handle internal and supplier relationships to achieve desired results
* Strength in meeting or exceeding project achievements and deliverables, while multitasking and prioritising
* Ability to provide fact-based strategy and sourcing recommendations
* Strong emphasis on accuracy and detail.

Working Environment:

Office work environment. Travel less than 10%
