Opportunity Overview
We are offering a valuable opportunity for an experienced senior enforcement practitioner or team leader to gain a short period of experience to work at service manager level.
We are looking for an interim manager to cover until 30/09/2026 to backfill for the existing postholder and pending a service restructure.
The post is located within the council’s Community Safety Hub, working alongside colleagues from North Yorkshire Police and the council’s ASB (Tenancy Enforcement) team.
Responsibilities
* Management of the council’s Neighbourhood Enforcement Team, responsible for the investigation and enforcement of a wide range of ASB and environmental offences, including domestic noise nuisance and waste issues.
* The team takes a staged approach to enforcement, ranging from education and advice through to prosecution.
* Management of the weekend Noise Patrol service and the Stray Dog Service contract.
* Represent the service at regular multi‑agency meetings.
Qualifications and Experience
You will have previous experience of working within an enforcement service and should have a good working knowledge of ASB and Enviro‑Crime legislation, including familiarity with the Code for Crown Prosecutors. Previous supervision or management experience would be an advantage.
This post will be subject to a Police Vetting request.
As this role is public facing, applicants must demonstrate at interview their competency to converse and provide advice and guidance to members of the public, in spoken English to CEFR level C2: Can express themselves spontaneously at length with a natural conversational flow, avoiding or backtracking around any difficulty so smoothly that the person with whom they are conversing is hardly aware of it.
Working Arrangements
Hybrid working arrangements are available for this role. Each role at CYC is different and your working arrangements will be determined based on the requirements of the role and in collaboration with you and your needs as part of the recruitment process. Your contractual location will be the designated council office for your team.
