Description Job Description Would you like to work for a large, operational and delivery focused Directorate at the forefront of key SG priorities? The Scottish Government (SG) Estate Strategy and Planning unit in the Scottish Procurement and Property Directorate is responsible for the strategic management of the SG core estate. The estate comprises a variety of building types located across approximately 65 sites on the mainland and islands. As the Strategic Programme Manager you will be responsible for managing, driving, and supporting the delivery by Workstream leads of a number of projects. You will work closely with these teams in establishing clear objectives and deliverables to jointly achieve and report on the transformation of our buildings and services. In this role you will be critical in establishing and leading a number of change projects within the Workplace Division and the Property and Construction Division. A major period of change is anticipated over the coming years in the SG core estate as we work to achieve the vision of our Estate Strategy while managing workplace expectations in light of our Hybrid policy and delivering against Net Zero targets. Driving forward our Estate Strategy vision and delivering on multiple expectations of the SG core estate to ensure that it is efficient and meets SG’s requirements is a key part of this role. Responsibilities Lead and coordinate project initiation for major future projects and recommend and establish project or programme structures in line with Directorate Business plan. Act as project or programme lead for major change projects bringing together key stakeholders and identifying workstreams. Work with ESP and key leads across Workplace and Property and Construction Division and relevant stakeholders to develop a programme for SG’s Core Estate Asset Plan. Work with the Programme Sponsor and stakeholders to understand strategic context and to define and agree Programme objectives, scope, approach and an appropriate governance regime. Identify risks and issues affecting the programme and the Division, putting appropriate measures in place to effectively manage and control. Create templates and reporting documents for ESP projects and projects to support decision making and future planning for Workplace Division units Support in the development of ESP Business Plans and track and monitor progress in delivering objectives. Write Business plans and briefing papers as required to secure support and present updates on projects in line with governance and reporting requirements. Responsibilities Qualifications Programme Managers should have or be closely working towards a professional qualification. Generally this will mean APM’s Project Management Qualification (PMQ) or Axelos’s Managing Successful Programmes (MSP), Practitioner Level (or equivalent specialist qualification for example through Property & Construction/Built Environment profession.
