The Building Safety Levy (Scotland) Bill was introduced to the Scottish Parliament on 5 June 2025. The Bill establishes a new devolved tax – the Scottish Building Safety Levy. This will be the first wholly new national tax to be introduced in Scotland.
This role will provide first-hand experience of developing secondary legislation. The team will be undertaking engagement and policy design, and will be working closely with Ministers, Parliament and Revenue Scotland to design and deliver a programme of subordinate legislation. The role will also involve taking part in the annual Scottish Budget process.
About the Tax Directorate
The Tax Directorate is responsible for providing Ministers with advice about the use of Scotland's current tax powers, the development of future tax powers and for driving improvements in our tax performance. It advises on how new forms of revenue can add to the resources available to fund public services and contribute to behavioural change.
Sound fiscal policy making has never been more important. Our principle-based tax policies must deliver the revenue our public services depend on, while also responding to the challenges of an economic, social and environmental context that has not been experienced for decades. For those reasons, our work is essential to maintaining the reputation of the Scottish Government for sound fiscal policy, competence and integrity.
Responsibilities
* Provide support in the design, development, implementation and maintenance of project management documentation for the team, ensuring it is up to date and reflective of current priorities.
* Support the team to work with Ministers, senior officials and stakeholders to design and deliver a policy that works for Scotland.
* Support the team in developing documentation related to the Parliamentary progress of the Bill, in the delivery of a programme of external engagement on the tax, and in ongoing engagement with Revenue Scotland.
* Ensure good information and record management is maintained and provide briefing support for Ministerial briefings, correspondence, FOIs and Parliamentary Questions.
