Interim Procurement & Contract Savings Consultant
Day Rate: £500 per day (Outside IR35)
Contract: 9 Months (Review at 6 Months)
Location: Mostly remote – on-site only when required
Start: Interviews w/c 16th March
A Council is seeking an experienced Procurement & Contract Savings Consultant to provide immediate additional capacity during a period of significant financial challenge and transformation.
With £42m in funding reductions over the next 3 years, the Council is reshaping how it delivers services and manages contracts. This interim role will play a crucial part in identifying savings, improving contract performance, and helping set a smarter, more commercial direction for the future.
The Role
You will lead a focused programme of contract reviews - both upcoming re-procurements and opportunities within existing contracts. Using benchmarking tools such as Oxygen Finance, you’ll identify above-market costs, evidence savings opportunities, and develop compelling business cases to drive change.
This role requires a blend of commercial acumen, strong data analysis, stakeholder engagement, and the ability to challenge current practices constructively.
Key Responsibilities
Review and analyse contracts across multiple service areas to identify savings and efficiencies.
Use benchmarking insights to validate commercial opportunities.
Develop strategies for consolidation, renegotiation, and improved supplier management.
Build and present robust business cases with clear, evidence‑based recommendations.
Engage service managers, procurement, and finance colleagues to ensure alignment with objectives.
Support knowledge transfer and leave behind improved procurement intelligence and processes.
Essential Skills & Experience
Strong background in public sector procurement and commercial contract management.
Excellent analytical skills and experience working with spend/benchmarking data.
Proven ability to deliver savings through negotiation, sourcing, and supplier review.
Confident communicator with strong stakeholder engagement experience.
Ability to work independently, prioritise effectively, and deliver at pace.
MCIPS desirable but not essential.
Local authority experience is strongly preferred.
