Who we are looking for Someone to support the UK MLRO / SMF17 in the discharge of his/her prescribe responsibility, namely: “Local responsibility for the branch’s policies and procedures for countering the risk that the branch might be used to further financial crime.” This role has the following responsibilities that assist the UK MLRO discharge his/her regulatory duties under the Money Laundering, Terrorist Financing and Transfer of Funds (Information on the Payer) Regulations 2017 (“UK MLR”), the rules and guidance in the FCA Handbook (SYSC 6.1.1R, SYSC 6.3.1R, 6.3.3R and FCG: Financial Crime Guide) and related industry guidance (e.g. JMLSG Parts I-III): Lead the design, execution and reporting of the FCC UK, Middle East (“ME”) Monitoring and Testing (“M&T”) known internally as “Compliance Advisory Reviews” to ensure there is adequate risk-based local and targeted monitoring and testing of FCC controls to augment the central activities of the Compliance Risk Testing (“CRT”) team; Lead and maintain the content, format and oversee execution of the AML Academy mandatory training for relevant FLoD and SLoD employees in the UK, Ireland and ME and chair the quarterly Training Advisory Working Group; Maintain the inventory of: UK regulatory obligations relating to financial crimes compliance and ensure correctness of mapping to applicable legal entities; FCC related controls and ensure correctness of mapping to applicable FCC risks / regulatory obligations and legal entities. What you will be responsible for As the Monitoring and Testing Lead you will: Lead the design, execution, reporting and continuous improvement of the UK/ME Monitoring and Testing program Having involvement in the UK AML and Sanctions Risk Assessment (“RA”) to ensure that the key risks identified from this RA are appropriately captured in the M&T plan. Identify, escalate and oversee resolution of any weaknesses in the financial crime control environment. Drive, oversee and augment FLOD AML quality assurance testing and Central CRT team activities to ensure they meet local regulatory requirements. Communicate with business units to understand business processes, possible gaps, and potential financial crimes compliance shortfalls. Respond to inquiries related to the financial crime and related programs from business unit managers and staff in other functional areas. Oversight of Open Compliance Issues (Archer) items for each business unit that derive from M&T. Drive the development and maintenance of a risk-based FCC monitoring and testing program to assess implementation of effective FCC risk management practices and controls by the first line of defense and also assess other areas of State Street Corporation as required. Prepare reports to document M&T findings in a clear and concise manner and present to relevant stakeholders as and when required. Prepare PowerPoint presentations to report UK, Ireland and ME M&T plans and testing results to the EMEA and UK Financial Crimes Governance committees (when required). Maintain knowledge of the UK regulatory requirements. Review and update of the UK Regulatory obligations (“RegObs") inventory. Maintenance of AML and Sanctions Control inventory, continuous monitoring of RegObs and mapping of all RegObs to Controls. Facilitate, design, and develop the UK AML Training Academy to ensure the content is suitable for the relevant audience and includes up to date financial crime risks and regulatory requirements. Potential to also deliver the training. Manage two members of staff in the UK. Education & Preferred Qualifications Degree educated, and /or 5 years of experience in a financial crimes risk management role with significant exposure to monitoring and testing functions. Preferably with a financial crimes professional certificate/ diploma – ICA/ CISI / ACAMs Additional requirements Strong knowledge of UK AML/CTF/PF laws and regulations. Proven experience in M&T within AML and Sanctions compliance environments. Ability to work under pressure and prioritise accordingly. Experience managing a team.
