Estates Officer – Building Design & Project Management

Closing date 30 April 2026.

An opportunity has arisen within the Estates and Facilities Division for an Estates Officer (Building Design & Project Management) within the Capital Planning Department.

The post holder will be working within the Capital Planning Team as a Band 7 estates officer. The purpose of the role is to provide detailed engineering advice and design to support the redevelopment of new build and adaptation/refurbishment projects across all Trust sites.

Main duties of the job

* Responsible for the design (computer aided design), specification, post‑contract control and project management of capital schemes undertaken by the Estates & Facilities Division across the Trust.
* Responsible for the site quality control of all building and construction projects throughout the Trust.
* Ensure all schemes managed comply fully with guidance and statutory standards, including CDM Regulations.
* Assist the Head of Capital & Property Services with a range of estate management duties.
* Work as a team member within the Capital Planning Department, providing essential building design and advice for all capital projects, new build and refurbishment projects.


Job responsibilities

* Assist the Head of Capital & Property Services with the production and maintenance of adequate estate records necessary for efficient estate management, focusing on fire survey and statutory estate condition records.
* Support the delivery of the Trust’s capital programme to ensure quality facilities are delivered on time, within budget, and within current financial constraints.
* Support and deliver capital projects from feasibility through to timely completion, working alongside all project stakeholders.
* Ensure all capital projects are completed to high standards using best sustainable practices while achieving value for money.
* Provide expert advice on project aspects affecting the Trust’s clinical needs, ensuring time, cost and quality standards are met.
* Work with the wider Estates team to ensure projects are delivered compliant with legislation, using specialist advice and design consultants.
* Support the development of policies and strategies for the implementation of capital projects to improve the built environment for patients, staff and visitors.
* Support the management and control of programme and project financial expenditure, ensuring regular reports are available to the Head of Capital & Property Services.
* Support planning and building control application processes for capital development works.
* Procure consultants, contractors and services necessary to deliver capital projects in accordance with the Trust’s Standing Orders and Standing Financial Instructions.
* Contribute to risk management processes and maintain a comprehensive project risk register.
* Manage highly complex information, analyse and interpret data to generate options and contribute to delivering an affordable and deliverable capital programme.
* Develop good working relationships with a wide range of groups and individuals within and outside the organisation, including clinicians, senior managers, patients, voluntary organisations and community stakeholders.
* Lead working groups and external advisors in the preparation of output specifications, operational policies and design briefs.
* Chair and facilitate capital technical meetings to ensure technical advisers develop appropriate and affordable design and capital costs, coordinate advisors’ work and interface with the Trust.
* Support the development of a post‑project evaluation strategy to review capital projects and ensure continuous quality improvements in the built environment.


Person Specification


Qualifications

* Degree level in Building and Construction and/or HNC Building Services with equivalent experience.
* Evidence of continuing personal and professional development in E&F disciplines.
* Chartered status of relevant organisation (or working towards Chartered status).
* Professional membership of relevant organisations such as RICS, MCIOB and CIAT.


Experience

* Construction and Building Services background with extensive design experience.
* Knowledge of contract and tender procedures.
* Sound knowledge of corporate governance and risk management.
* Experience of managing large‑scale projects within "live" environments.
* Planning legislation and building control.
* Ability to write specifications and undertake tender exercises.
* Formulating and implementing strategic and operational plans.
* Experience of building maintenance and new build construction.
* Knowledge of NHS policies, Health Technical Memorandum (HTM) and Health Building Notes (HBN) procedures.
* Understanding of commercial, governance, operational and legal structures and their application.
* Knowledge of national NHS strategy and policy.
* Effective and strategic influencing.
* Previous NHS Capital Development Experience.


Skills

* Highly skilled in the use of Computer Aided Design (CAD).
* Ability to work alone or as part of a team.
* Ability to work well as an effective, high‑profile and flexible member of a multidisciplinary team, sharing and encouraging good practice and supporting continuous improvement.
* Effective negotiating skills and the ability to manage difficult and controversial situations.
* Ability to manage multiple projects simultaneously; good organisational and programme planning skills.

* Technically competent with respect to land/building legislation.

Knowledge

* Knowledge of Building Regulations.
* Knowledge of CDM Regulations.
* High level of literacy and numeracy skills.
* Knowledge of all statutory standards relating to building and construction, including Planning Law.
* Knowledge of the Disability Discrimination Act (DDA).
* Knowledge of Asbestos Containing Materials (ACM) and procedures.
* Background knowledge of engineering services related to healthcare facilities.
* Knowledge of innovative design and construction techniques.
* Understanding of BREAM Principles.


Additional

* Requirement to work in inclement weather on construction project sites, including extreme heat/cold, smells from plant rooms and service ducts, noise and fumes.
* Will be expected to travel to other Trust sites for meetings.
* Require use of a PC/mobile device for several hours daily to assess and act on complex project, financial and other information.
* Combination of sitting, standing and walking, including surveys, site inspections and access to roof areas and restricted spaces.
* Unpredictable work pattern with frequent interruptions and urgent requests for advice or action.
* Strong emphasis on project delivery and meeting demanding deadlines.
* Speak English at a standard relevant to the role, with confidence, accuracy and correct sentence structure.
