Position Summary Information
Primary Purpose
Reporting to the Assistant Vice President & Title IX Coordinator ( AVP ), the Title IX & Civil Rights Investigator (Investigator) assists in resolving complaints of sexual misconduct, sexual harassment, gender-related violence including stalking and intimate partner violence, protected class discrimination and harassment, and related retaliation involving students, faculty, and staff. Investigations beyond this scope may be assigned, as capacity allows. The incumbent will work closely with the AVP to assure that the appropriate campus policies are utilized to conduct investigations. When directed by the AVP, the Investigator will conduct a prompt and thorough investigation. The Investigator acts as a neutral party in the investigation and provides a detailed, unbiased report regarding the findings of the investigation. The Investigator will assist with capacity building by training staff and faculty as Co-Investigators. The Investigator also trains students, staff, and faculty in relation to sexual assault, interpersonal violence, stalking, sexual harassment, protected class discrimination and harassment, and related retaliation.
Essential Functions
* Conduct prompt, equitable and impartial administrative investigations into complaints including identifying and interviewing parties and identifying, gathering and assessing information relevant to the investigation; apply relevant policies and make findings of fact in individual cases; maintain accurate and thorough records and notes of the investigatory process.
* Collaborate and consult with the AVP regularly to monitor and manage complaints of sexual misconduct, sexual harassment, gender-related violence including stalking and intimate partner violence, and protected class discrimination and harassment and related retaliation to ensure an efficient and effective response to reports and complaints.
* In collaboration with the AVP, identify potential supportive measures for the Parties involved in the investigation process.
* Exercise judgment regarding the resolution of complaints including informal resolution and formal investigation.
* Actively foster and maintain a climate that is supportive of students and respectful of difference.
* Develop materials to improve transparency and efficiency related to the Title IX process.
* Provide information to students, employees and others regarding the Policy Prohibiting Sexual Misconduct, Discrimination and Retaliation and the Policy Prohibiting Identity-Based Harassment, Discrimination and Retaliation.
* Provides resource referrals to students, faculty, and staff involved in investigations.
* Create and facilitate training/presentations to students, student groups, staff, and faculty regarding the University’s Policy Prohibiting Sexual Misconduct, Discrimination, and Retaliation, the Policy Prohibiting Identity-Based Harassment, Discrimination and Retaliation, best practices related to the investigation process, and other related presentations and trainings as requested.
* Cultivate relationships with campus stakeholders (e.g., faculty, students, and staff).
* Develop and maintain relationships and clear lines of communication with campus and community partners. Collaborate with on and off campus resources including law enforcement and victim services in resolving complaints and work with the AVP and Title IX Coordinating Council to ensure that the University’s processes, responses, and policies are consistent with federal and state laws and regulations related to compliance with non-discrimination laws.
* Continuously identify and integrate best practices in the investigation arena into knowledge base and practice. Stay abreast of current movements in the field of investigations by participating in conferences, workshops, etc.
* Build relationships with colleagues at peer institutions; review current literature and research; participate in local, regional and/or national professional associations and organizations.
* Remains knowledgeable of federal and state laws and regulations, and trends within higher education related to sexual misconduct, harassment, and other discriminatory practices.
* Lead or assist with other university investigation processes as assigned.
* Serve on appropriate committees as assigned.
* Perform other duties as assigned.
This position serves as a Campus Security Authority ( CSA ) as outlined by the Clery Act. CSAs have federally mandated responsibilities to report crimes that are reported to them.

Minimum Qualifications
* Master’s degree or equivalent combination of education and experience (i.e., Two (2) years of full-time experience in the same/similar position is equal to one (1) year of completed post-high school coursework).
* Three (3) years of professional experience conducting investigations, complaint resolution, higher education administration, human resources management, Title IX compliance, which is trauma-informed and fair, or related experience.
* Professional experience in the application of federal and state equal opportunity and non-discrimination laws and regulations, including but not limited to Title IX, Title VII, VAWA, SaVE, FERPA, Clery Act, Title VI, ADA, and other applicable laws and regulations.
* Experience with employee relations, conduct or compliance administration, investigative work, or complaint resolution.
Preferred Qualifications
* JD or Master’s Degree.
* Five (5) years of related experience.
* Title IX or Civil Rights Investigator training certification.
* Experience with information systems such as Maxient or Banner.

Work Environment/Work Week/Travel:

Valid driver’s license required. Incumbent must also be able to meet the University’s fleet rules and be eligible to drive for University business. The University and its insurance carrier reserves the right to exclude applicants based on their driving record.
Hiring Range
Hiring Range $85k - $95k per year. We consider factors such as, but not limited to, scope and responsibilities of the position, candidate’s qualifications, internal equity, as well as market and organizational considerations when extending an offer.
