Are you ready to shape the future of evidence-based investment in South Yorkshire?
At South Yorkshire Mayoral Combined Authority (SYMCA), we’re entering a transformative era. With new powers and funding unlocked through devolution, we’re building a region where decisions are driven by insight, innovation, and the needs of our communities. From April 2026, we’ll take a step forward with the introduction of an integrated settlement – giving us the tools to align our investments with the priorities of the people we serve.
This is your opportunity to be at the heart of that change.
We’re looking for an exceptional Head of Evaluation to lead our evaluation function and ensure that everything we do is grounded in robust evidence. You’ll help us understand what works, why it works, and how we can do better – making a real difference to how we invest in transport, skills, housing and growth across South Yorkshire.
Applications must be accompanied by a cover letter to detail how you meet the essential criteria for the role (please see role profile attached). Please note, all applications should be made directly via our careers portal.
About the role
As Head of Evaluation, you’ll lead the development and delivery of SYMCA’s evaluation function as a centre of excellence, embedding a culture of learning across the organisation. You’ll work closely with colleagues across strategy, policy and delivery teams, ensuring evaluation is built into the heart of programme and project design.
You’ll be our senior expert on evaluation, providing technical advice, ensuring the implementation of our Monitoring and Evaluation Framework, and ensuring lessons learned are used to inform future decisions. You’ll also represent SYMCA in discussions with government and external partners, ensuring our evaluation practices reflect national best practice.
This is a high-impact leadership role that will shape how we invest in South Yorkshire’s future.
About you
We’re looking for a collaborative and forward-thinking leader with:
* An undergraduate or postgraduate degree in a relevant discipline with extensive training in evaluation, and experience in a relevant role.
* Extensive experience of designing, delivering, or commissioning mixed-methods evaluation projects in the public sector.
* Experience of disseminating research and evaluation results widely and effectively – seeing the big picture, drawing insights from evaluation, and engaging stakeholders so as to influence policy design and investments.
* Strong analytical skills, able to interpret and assimilate complex detailed information, and formulate balanced conclusions.
* Excellent oral and written communication skills, including the ability to write clearly and concisely explain sophisticated issues and insight to political leaders and Executive Leadership Board colleagues in non-technical language in a way that engages, informs and drives decision-making.
* Excellent stakeholder engagement skills, with the ability to build strong relationships with internal stakeholders, suppliers and senior leaders.
* Experience of managing, motivating, and developing internal teams including objective setting, personal development reviews and performance management.
* A track record of delivering at pace on concurrent projects, focusing on priorities and not sacrificing quality.
* High professional standards with the ability to work on own initiative and perform duties with a high degree of tact and diplomacy.
* Commercial awareness and experience managing a budget (desirable).
Please refer to the full person specification in the role profile when submitting your application.
