At University Hospitals Plymouth NHS Trust (UHP) we are the regions Major Trauma Centre and we are responsible for providing care across the widest of spectrums: from within peoples homes and working with our voluntary sector partners in local communities, to offering the most specialist hospital care available in our regional centre: for example immunology, cardiothoracic surgery and kidney and bone marrow transplants. We care for 475,000 in our secondary care catchment population, with a wider peninsula population of almost 2,000,000 people who can access our specialist services.

Delivering our services through a number of key sites across Plymouth and the surrounding area:

Mount Gould Hospital - We have 30 beds for general rehabilitation plus 15 beds for stroke rehabilitation patients and a discharge assessment unit with 10 beds available and a further 30 to follow.
South Hams Community Hospital - We have 15 beds here and began managing the site in 2021.
Tavistock Hospital - We have 13 beds here and began managing the site in 2021. Urgent Treatment Centre and Minor Injuries Unites We run an Urgent Treatment Centre at the Cumberland Centre in Devonport, central Plymouth and minor injury units in Tavistock and Kingsbridge.
Child Development Centre - Developmental services for young children are provided at the Child Development Centre, Scott Business Park.
The Plymouth Dialysis Unit - Patients needing treatment for renal failure are cared for in state-of-the-art, purpose-built facilities in Estover.
Radiology Academy - The Plymouth Radiology Academy is the only purpose-built Radiology Academy in the world and provides an inspirational environment in which to learn radiology.

We are a teaching hospital in partnership with the University of Plymouth and working with Plymouth Marjon University. As host to the Joint Hospital Group South West (JHG(SW)) in a city with a strong military tradition, we have a tri-service staff of nearly 200 military doctors, nurses and allied health professionals who are fully integrated within our facilities.

We know the importance of civility and saying thank you and actively encourage patients, their families and our colleagues, to send thank you messages through a number of channels. By capturing episodes of excellence we can learn from these events, improve practice and safety and spread the good practice throughout the Trust. Last year over 1,800 nominations were received.

UHP were chosen as one of seven Trusts to take part in the national NHS Improvement Programme, to create a culture of continuous improvement by empowering staff to develop their own ideas for improvement and lead their own projects.

Job Overview

Director of Infrastructure Development and Site Services

This is an exciting time to join University Hospitals Plymouth NHSS Trust as we build our new Emergency Department, open an additional Urgent Treatment Centre and implement our Electronic Patient Record: these are once in a generation changes for our NHS in the South West and we are seeking a highly experienced and motivated Director of Infrastructure Development and Site Services (DDIS) to lead our strategic planning, project delivery and stakeholder engagement for a range of infrastructure projects. You will be the key driver in ensuring the successful implementation of our ambitious infrastructure plans contributing to the growth of our hospital sites.

As the Director accountable for Estates & Facilities, the DIDSS will be responsible for the on-going development, implementation and support of many complex solutions for the delivery of estate strategy, facilities management and engineering services across the entire property portfolio.

The DIDSS will also provide oversight and scrutiny of the delivery of the Trusts capital programme, ensuring that benefits are delivered, and Trust wide infrastructure risk is clearly identified, and managed. Alongside this, the DIDSS will provide advice on commercial contracting arrangements across the organisation.

Detailed Job Description And Main Responsibilities

Providetheleadershipforthedevelopmentofsolutionsfor servicesidentifiedaspotentiallymovingoffsite,engaging with stakeholders to understand key requirements and ensuring that plans align with clinical and integrated care strategies.

Provide the leadership for developing the brief for non-clinical services including developing the brief for corporate, estates and Facilities Management services; understanding the requirements in relation to research & development and education; developingthebriefforinfrastructurerequirementsincludingdefiningenergy,definingITandequipmentneedsand identifying the needs of other facilities on site such as retail and restaurants.

Ensurethegovernancefortheprocurementofthecontractoranddeliveryteams,includinganyspecialistadviceand support required to deliver the business case development and delivery.

Ensure that the full potential of Building Information Modelling is achieved both in the construction stages and operational phases of the hospital.

Workwithsystempartnerstoensurethatsignificantfundingopportunitiescreatesocialvalue andleaveaneconomic development legacy not only for the organisation, but also the wider city and region.

Managetherelationshipbetweenpartnersandwithintheorganisationtoensurethatissuesandrisksareappropriately identified, including the management of clinical design risks and working collaboratively to proactively mitigate risks as well as identify and deliver solutions to enable the development of financially sustainable solutions.

Knowledge and Experience

Essential criteria

Substantial in a Senior Management position with responsibility and accountability for the delivery of Estates and Facilities services and/or Capital delivery in a healthcare, or similar setting.
Understanding of the dynamics and complexities of NHS Healthcare environment.
Able to demonstrate a strong track record of entrepreneurial leadership and achievement in performance improvement at a board level in a healthcare, or similar environment experience of managing service-based contracts.
Experience of negotiating large service contracts.
Evidence of successful management of large budgets.
Experience of best value and market testing programmes
Working with Private Sector to deliver quality services.
Demonstrable track record of developing effective, constructive relationships and working in partnership with senior stakeholders, working across organisational boundaries.
Working with key stakeholders and service users to agree and develop SLAs.
Experience of working across departments and organisational boundaries and with skilled technical and/or clinicians and multi- disciplinary teams.
Experience of leading a large team and evidence of how have set a cultural tone, vision and direction.
Expertise within specialist Estates/Facilities healthcare function.
Sound understanding of financial management and processes, in depth knowledge of Contracts and Contract Management.
Knowledge of the Estates and Facilities function in the NHS setting. Knowledge of Capital investment regulations.
Understanding of healthcare provision together with awareness and appreciation of current NHS policy and priorities.
Experienced in leading complex transformational change adopting a collaborative approach, underpinned by demonstrable experience of large-scale, complex, transformational programme management and continuous improvement methods and culture.
Aware of the importance of own leadership style and approach and has invested in their leadership development.

Chartered Membership of an appropriate Professional Organisation.
MSc Degree in Engineering, Science & Technology, Building, Surveying, Architecture, Estate or Facilities Management, or equivalent experience.
Evidence of continuous professional development.
Appropriate Chartered registration.
Be MSP qualified and having delivered other service transformation programmes that have involved new or significantly changing estate.
Better Business Case Foundation and Practitioner qualified.
