Overview
The post sits within the National Counter Terrorism (CT) Communication Controls Centre (NCTCCC), a team within the National Operations and Assurance Team (NOAT) within the Joint Extremism Unit (JEXU). Based in the North-East of England, the Centre is a Centre of Excellence for the management of authorised prisoner communications (i.e., visits, telephone calls, email) relating to terrorist prisoners, providing specialist advice and guidance to staff involved in this work across the wider sector. The post holder will report to the NCTCCC Manager and will support the deployment of authorised communication monitoring and communication controls for terrorist prisoners. The post is non-operational and based at a site in the North of England where the post-holder will be required to work on a daily basis.
This role requires security clearances and the ability to handle potentially sensitive information with integrity. The post holder will gather intelligence through covert monitoring techniques, analyse content to ensure correct and timely dissemination, and work with colleagues in HMPPS and partner agencies in the prison sector. The post holder will collate and assess information from a range of sources to evidence recommendations for the restriction of contact between terrorist prisoners and the public, ensuring legal and procedural compliance. They will build the confidence of internal customers and partners as they help develop new capabilities to enhance information gathering through monitoring. Strong planning, administrative skills, attention to detail, and understanding of lawful collection and management of information and communications restrictions are required. The post holder will not have line management responsibility but will work effectively as part of a team and will be line managed by the JEXU NCTCCC Manager. This is a complex, high-risk area of work requiring the highest levels of personal and professional integrity and championing these qualities in others, while managing potentially sensitive information.
The post holder must be security cleared to SC level to commence and may be required to obtain Developed Vetting (DV) level vetting.
Responsibilities, Activities and Duties
* Coordinating the application for and deployment of communication controls of terrorist prisoners.
* Monitoring terrorist prisoners' telephone calls, email and other forms of authorised communications.
* Assessment of monitoring content, including live review of content to ensure timely creation, submission and dissemination of intelligence to support decision making within the NCTCCC, prisons and wider CT sector partners.
* Supporting the identity verification of the external contacts of terrorist prisoners.
* Working with cross-government agencies with a CT Sector interest to assess the suitability of contact between terrorist prisoners and people or organisations in the community.
* Maintaining accurate and detailed logs to ensure consistent application of powers under the Prison Act and the Regulation of Investigatory Powers Act.
* Coordinating the translation of non-English language content through daily liaison with commercial providers.
* Creating, saving and storing written records in line with policy guidance and retention.
* Prepare and undertake operational briefings and debriefings.
* Provide advice, guidance and support to prisons, the JEXU operational network, CT Policing and other CT partners, including during live operational incidents.
* Monitor the functional mailbox, respond to queries, update spreadsheets and conduct administration tasks across NOAT operations functions.
Working Arrangements and Conditions
The MoJ offers Hybrid Working arrangements where business need allows. This is informal, non-contractual flexible working that blends working from base location, different MoJ sites and/or home. Some roles are not suitable for Hybrid Working. Arrangements will be discussed with the successful candidate(s) and reviewed regularly. Nationally advertised roles may be appointed to a MoJ office location, including nearest Justice Collaboration Centre or Justice Satellite Office. Details will be discussed on completion of pre-employment checks.
Standard full-time working hours are 37 hours per week excluding unpaid breaks. HMPPS welcomes part-time, flexible and job-sharing patterns where they meet role demands. Applications for flexible working will be considered in line with the HMPPS Flexible Working policy. If you are a current NPS employee, this vacancy may be available on a Loan basis for up to 2 years, subject to business unit approval.
Security, Eligibility and Compliance
All candidates must pass security and identity checks prior to taking up post. All external candidates are subject to 6 months probation; internal candidates may be subject to probation if they have not previously served one. Candidates must have an understanding of intelligence and intelligence gathering activities and IT proficiency across a range of applications. The role requires an understanding of covert intelligence capabilities per the Investigatory Powers Act (and RIPA) and the operation of the Security function within a prison. You must obtain security clearance at SC level before taking up the post and may require DV clearance.
