2026 – Programme Controls Graduate
HS2’s Graduate programmes provide meaningful hands‑on experience and broad exposure across the project and within specified discipline areas. Graduates learn directly from industry experts, gaining valuable insight into real‑world practices while building their professional network.
The Programme Controls graduate programme is tailored to build capability and competence in all aspects of programme and project controls, providing role rotations, on‑the‑job training, technical qualifications and support from technical leads and mentors.
What you’ll do
As a Programme Controls Graduate you will support the Chief Programme Office Directorate (CPO) and wider Project Controls teams, and will be involved in all facets of programme controls including risk, cost, schedule, and change management.
* Support the administration of CPO and Project Controls processes on assigned projects under the mentorship of senior professionals.
* Assist in risk management – identifying, assessing and mitigating risks across the programme, maintaining risk registers and ensuring effective communication.
* Help monitor and report on progress of projects against timelines, budgets and milestones.
* Manage change control – document changes, assess impact and obtain approvals according to change management processes.
* Facilitate stakeholder management – ensure effective communication between project teams, programme managers and stakeholders.
Graduation rotations will likely include the following Programme Controls placements
* Risk & Opportunity – own and manage HS2’s Strategic Risks, applying the Risk Management Processes and overseeing risk management standards, policies and processes.
* Scope & Change – manage stakeholder requirements and control design development and delivery, capturing and assessing potential changes to scope.
* Cost Control & Cost Estimating – provide subject‑matter expertise in Cost Management, Cost Estimating and Cost Intelligence, implementing policies and standards.
* Planning – develop and manage integrated schedules and interface plans, primarily using Primavera P6.
Required skills
* Build effective, collaborative relationships within multidisciplinary teams and with stakeholders.
* Compile, assess and analyze information, data and reports.
* Plan and organise tasks, prioritise and meet deadlines and standards.
* Communicate effectively across a range of mediums, including presentations.
* Evaluate complex issues and solve problems.
Knowledge
* On track to achieve or already hold a minimum of a 2:2 degree (or non‑UK equivalent).
* Knowledge of IT software such as MS Word, Excel and PowerPoint (or equivalent).
Eligibility
All applicants must already hold the ongoing Right to Work in the UK that is not time‑bound. HS2 does not hold a sponsorship license and therefore cannot sponsor applications.
Graduate programme salaries
* London: Basic £26,871 + 15% Flexible Allowance = £30,902
* Birmingham: Basic £24,022 + 15% Flexible Allowance = £27,625
