Job Description

We offer an exciting opportunity to engage in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will revolutionize environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme. Your role will support risk mitigation, issue resolution, barrier removal, and ensuring alignment with the business case to deliver value for money.
We seek someone with a proven track record in managing complex financial information, driving value for money, and influencing ongoing investments.
Key Tasks include:
* Understanding the financial and economic cases underpinning the programme’s business case and spending review bids.
* Ensuring programme deliverables align with strategic objectives and managing change control processes.
* Supporting the Programme Manager in ensuring changes to Time, Cost, and Quality are assured, working closely with delivery teams to ensure affordability and value for money.
* Managing queries from senior stakeholders and delivering regular financial and programme reporting across EA, Defra, and external suppliers.
* Supporting investment and funding activities alongside the Programme Manager and Director.
* Ensuring compliance with governance and assurance requirements.
* Supporting business management through whole life cost allocations.
The Team
The Digital, Innovation, and Programmes team oversees the Digital Strategy and its implementation across E&B, setting strategic directions for digital services that transform regulation.
You will work within a multidisciplinary team, collaborating with Defra shared services and third-party suppliers to deliver user-centered online services and digital platforms that are efficient, simple, and fast.
Experience/Skills Required
Beneficial but not essential experience includes:
* Experience in fast-paced, dynamic programmes
* Proficiency in Microsoft products (Excel, SharePoint, PowerBI, etc.)
* Managing complex financial information
* Understanding of financial, business planning, and budgeting processes (charge funding, CDEL, RDEL, re-charges)
* Purchase order processes
* Experience with business cases, EA and Defra approval routes, and change control
* Experience in digital programmes (preferred but not mandatory)
* Knowledge of governance around spend control and assurance processes
* Proven stakeholder engagement and innovation-driving skills
