Talent & Recruitment Business Partner – Local Government (12-Month Contract)
Location: Civic Centre, Stoke
Hours: Mon–Fri, 9am–5pm (37 hrs/week)
Pay Rate: £18.26 per hour
Contract: 12 months with strong potential to be extended

We're looking for a Talent & Recruitment Business Partner to manage the full agency recruitment lifecycle within a local government setting. What You’ll Be Doing:
Managing end-to-end recruitment for temporary agency workers
Working closely with hiring managers, HR, procurement, and external MSPs
Driving cost-effective, compliant recruitment aligned to workforce planning
Advising on AWR, IR35, and agency worker compliance
Leading initiatives to convert temps into permanent employees
Reducing off-contract spend and monitoring recruitment performance data
Solving resource gaps and local skill shortages with proactive solutionsWhat We’re Looking For:
Strong knowledge of AWR, IR35, and agency worker legislation
Experience in local government/public sector recruitment
Skilled in managing vendors/MSPs and meeting SLA/KPI targets
Proven success in cost management and conversion strategies
Excellent stakeholder engagement and communication skills
