Commercial Assurance and Framework Management – Commercial Services Manager

Join the Environment Agency’s Commercial and Framework Management (CAFM) team within Portfolio Management, Assurance & Commercial (PMAC) to drive commercial risk management across national programmes.


Responsibilities

* Support contractual governance of key consultancies and contractors, maximizing value for money.
* Set up and manage pathfinder programmes embedding best practice and developing long‑term collaborative partnership arrangements.
* Provide country‑wide support to Integrated Delivery Management teams and the wider Project Management community.
* Build and maintain strong internal and external stakeholder relationships, becoming an expert on contractual and commercial interpretations.
* Participate in incident response duties and complete required training.


Requirements

* Essential: A-Level, Level 3 qualification or equivalent.
* Skilled communicator with strong interpersonal and influencing skills.
* Stakeholder management experience.
* Strong data and document management skills.
* Commercial acumen – ability to analyse business situations, take proportionate risks, provide value for money.
* Effective administration – organise, write minutes, draft reports.
* Willingness to pursue long‑term professional qualifications such as NEC training, CIPS.
* Interest in infrastructure, construction or environmental programmes.


Preferred Qualifications

* Degree or equivalent professional qualification.
* Progressing toward a recognised professional body (e.g. ICE, CIWEM, APM, CIPS, RICS).
* Formal training in contract management (e.g. NEC, Contract Management Capability Programme).
