Interim HR Transformation Consultant (Public Sector)

Joining us in Public Services Consulting

Grant Thornton’s public sector consulting, with a focus on local government, supports councils and public bodies in delivering major programmes, interpreting policy, and designing effective interventions. The team provides expertise in programme and project management, business support, and grant management, helping local authorities achieve strategic objectives, manage resources, and drive positive outcomes for communities. Their approach is tailored to the unique needs of local government, ensuring practical solutions and delivery confidence.

By hiring an experienced Interim HR Transformation Consultant we offer flexibility to take on short‑to‑medium‑term projects, sharpening your expertise, stretching your thinking, and offering a different angle on familiar challenges – all without locking you into a single path. You can engage with us through your own limited company or on inside IR35 terms – whichever way gives you the freedom you’re looking for.


Skills we are looking for

* Proven experience in the public sector (local government, central government or healthcare), ideally within Human Resources, People Transformation, or Change Management projects.
* Demonstrable understanding of public sector operations, current policies, and sector‑specific challenges.
* Experience delivering or supporting major transformation or restructuring programmes across large or complex organisations.
* Consulting experience (internal or external) is highly desirable.
* Demonstrated ability to provide insightful advice, analysis, or recommendations to stakeholders, clients, or senior leaders.
* Ability to build, maintain, and influence trusted working relationships with colleagues, clients, and key stakeholders.
