The Submarine Delivery Agency (SDA) is a part of the Ministry of Defence responsible for the procurement, in-service support, and disposal of the UK’s nuclear submarines. Our work is of unparalleled strategic importance nationally and internationally, ensuring the security of the UK’s continuous at-sea nuclear deterrent (CASD), and delivering some of the most technically complex programmes in defence. At least one of four nuclear-armed submarines, supported by smaller attack submarines, is on patrol at all times: 24 hours a day, 365 days a year.

Job Description
Are you experienced in contract management, excited by the opportunity to shape and define the some of the biggest and complex defence programmes in the UK today? The Submarine Delivery Agency (SDA) are currently seeking an enthusiastic and driven Senior Commercial Manager to join our team in Clyde.
Naval Support Integrated Global Network (NSIGN) is replacing the Future Maritime Support Programme (FMSP). NSIGN will award contracts for Ship Engineering, Submarine Engineering and Naval Base Support (Hard Facilities Management (FM), Soft FM and Warehousing & Distribution). NSIGN Programme will cohere separate Projects (Ships, Submarines & Naval Bases) through a central Programme Management Office (PMO).
The NSIGN Programme Team is split between three organisations, Navy Command, DE&S and SDA. The Senior Commercial Manager will sit within the SDA element of NSIGN but report directly into the Naval Base team at HMNB Clyde.
Responsibilities:
* Working alongside the NSIGN central Commercial team and Clyde Commercial team, production of Invitation To Negotiate and Invitation To Tender ensuring consistency with overall NSIGN programme (DEF47 production).
* Lead Clyde Commercial Strategy(ies) and support Clyde Procurement Strategy.
* Ensure compliance with public procurement regulations (ITN/ITT supplier engagement protocols).
* Participate in contract drafting, negotiations.
* Oversight of tender evaluations.
* Oversight and day to day management of the 2 Commercial Managers.
* Finalise Contract Management Plans, Obligations Matrixes & Exit Plans.
* Support Clyde elements into NSIGN CT on Commercial Case for OBC & FBC.
* Support engagement with Assurance and Scrutiny community on behalf of Clyde.
Hybrid and flexible working can be considered for this post but will need regular workplace attendance due to security constraints. Candidates are encouraged to discuss options with the recruiting line manager before submitting an application.

Person specification
To be successful with your application, you'll need to show that you meet the following essential criteria:
* Senior level experience of managing Sourcing and/or Contract Management activities on a large scale on highly complex projects or programmes.
* Experience of leading and managing professional teams.
* Experience of engaging with a wide array of internal and external stakeholders.
If not already held, if successful you will be supported to undertake the following:
* CIPS Level 6/Chartered Status or Equivalent, or a willingness to work towards this by commencing study within one year of appointment. This will be funded and supported by SDA.
* Attend Government Commercial Organisation Assessment & Development Centre (Associate Commercial Specialist level) prior to Interview
Please note Assessment and Development Centre attendance is a mandated element of this recruitment campaign and all slots have been scheduled to take place on 16th September 2025. You will not need to sit this if you have already achieved a pass at ACS level.
