Within this, the Private Sector Housing team is a knowledgeable and dedicated team that works for improve housing standards, protect tenants, and support landlords to meet their legal responsibilities.
What we are looking for
We are seeking an experienced Private Sector Housing Manager to lead the Private Sector Housing team. This is a key leadership role, offering the opportunity to shape service delivery and support the team to deliver a service that supports residents, raises standards in the private rented sector and ensures robust, proportionate enforcement where needed.
You’ll work closely with colleagues across the Council, elected Members and external partners, with scope to shape strategy and service improvement.
Main responsibilities
The postholder is responsible for leading and managing the operational performance of the section, ensuring the delivery of service plan objectives, achievement of performance targets, and effective financial management. They will develop, review and implement section plans, budgets, policies, procedures and supporting documentation to ensure consistent, compliant, and high‑quality service delivery. The role provides senior-level leadership across a range of complex and diverse statutory functions, maintaining personal professional competence while actively supporting the development and performance of staff. The postholder will advise and brief elected Members, committees and internal and external working groups, and represent the Head of Service as required. They will monitor and analyse legislative, regulatory and policy changes, anticipating their impact and recommending service improvements to meet current and future demand. In complex or exceptional cases, the role will lead or directly undertake investigations, inspections and enforcement activity in accordance with relevant legislation and professional standards.
Essential criteria:
1. Degree in Environmental Health (or equivalent) and EHORB registration.
2. Significant experience (including at least 5 years at a high level of responsibility) within private sector housing / regulatory services, with extensive experience applying regulatory controls.
3. Experience of court/tribunal processes and preparing robust notices, legal documents and prosecution files.
4. Proven leadership and people management skills, with the ability to set and monitor performance objectives and build a high-performing team culture
The intention is for the postholder to work predominately from home however, it is a requirement to attend our offices or sites within Warwick District as required. Any costs for travel from home to the office will be met by the successful candidate. However, hybrid and office working is also available
