Cheshire East Highways is responsible for managing over 2700km of highway network. The role supports the Network Management Team leader to ensure compliance with NRSWA 1991 and TMA 2004, and to assist permit technicians with statutory and private undertaker works. The successful candidate will coordinate activities on the highway network, review permit applications, and liaise with public and local authorities.
Responsibilities
* Support senior permit technicians in overseeing the inspection regime and related activities of Network Management Permit Technicians; perform duties of a Permit Technician for Statutory & Private Undertakers and Cheshire East highway works under NRSWA, TMA, and the Highway Maintenance Act 1980.
* Co‑ordinate, prioritise and regulate all activities on the highway network to discharge network management duties and protect street integrity.
* Effectively coordinate the highway network through the review of all permit applications in line with the West and Shires Permit (WaSP) Scheme; review and support coordination regarding Skips/Scaffolds/S50 road opening licences, S171 applications and road closures.
* Liaise with the public, local elected council members, town councils and other local authorities on NRSWA and TMA matters to identify improvement opportunities and develop best practice.
* Attend site/planning meetings to facilitate major schemes across the Cheshire East Highways network area; lead support to statutory undertakers for minimal impact to the network.
Qualifications
* Knowledge of NRSWA/TMA legislation, specifications, and relevant codes of practice (Desirable).
* Experience working within a Local Authority environment (Desirable).
* Experience communicating with local elected council members, members of the public, MPs and affected stakeholders (Desirable).
* Knowledge of systems such as Symology/Confirm/Street Manager or other street works systems (Desirable).
* Good IT skills, especially Microsoft applications – Word, Excel, PowerPoint, Teams, and Publisher.
