Job Title: Senior Planning OfficerRef: Stoke 5274353Pay rate: £40.00 per hour PAYEHours per week: 22.20 hours per weekRole length: Anticipated 4 - 5 monthsAdditional requirements: You must be able to travel efficiently between development sitesThe role:We're seeking an experienced Senior Planning Officer to join the Planning Services team, with a focus on major and complex development projects across the city.Reporting to the Principal Planning Officer (Major Projects), you’ll play a key role in shaping the city’s regeneration and growth agenda.Key Responsibilities:
* Assess and determine complex planning applications, including those related to conservation, listed buildings, and tree preservation
* Provide expert advice on planning law, policy, and development management to senior officers and stakeholders.
* Support major regeneration initiatives, CPOs, LDOs, and Enterprise Zones.
* Advise and work with major landowners, developers, and partners including universities, NHS trusts, and businesses.
* Represent the Council at public inquiries, hearings, and court proceedings as an expert witness.
* Lead on planning performance, case reviews, and contribute to team development.
* Engage with the public, partners, and internal teams to ensure collaborative and high-quality outcomes.
* Monitor planning conditions and development progress, ensuring compliance and quality.
* To compile complex reports as required, having regard to policy considerations, relevant consultations; site visits and other material considerations and to make reasoned
* recommendations
* Present reports to relevant members and departments
* To lead effective communications to ensure that key stakeholders, both inside and outside the Directorate, are appropriately informed and involved in the planning process
What the client is looking for:
* Degree in a relevant field (or equivalent experience)
* Eligible for Chartered Membership of the RTPI
* Deep understanding of how development management, enforcement, planning policy, and material considerations interact
* Proven expertise in complex development proposals, planning policy, or design
* Strong grasp of the commercial drivers, challenges, and opportunities facing developers and their agents
* Experienced in assessing and preparing applications for major or complex developments
* Skilled in negotiating and working with elected Members, developers, agents, council teams, and other key stakeholders
* Solid understanding of systematic performance management and continuous improvement methods
* Competent in project management principles and practices
* Excellent communicator with strong verbal, written, and interpersonal skills
* Committed to delivering outstanding customer service
* Confident using modern ICT tools, including planning and document management systems
* Proactive, flexible, and solution-focused in achieving strategic goals
* Builds trusted relationships with Members, stakeholders, and the wider community
