The Role and Candidate
Based in Pop Mart’s European headquarters in London, the People Operations & Development Manager supports the day-to-day delivery of HR processes and the professional growth of office staff across the region. This role reports into the Senior HR Manager for Europe & UK and leads a team of two: an HR Ops & Payroll Specialist and an ER Advisor.
You will play a key part in maintaining process documentation, overseeing payroll and employee relations, and leading the Learning & Development (L&D) strategy for the regional office teams. This role suits someone with solid HR operations experience who is detail-oriented, enjoys building scalable structures, and is comfortable working across multiple countries and functions.
Responsibilities
HR Operations and Process Governance
* Oversee the end-to-end execution of core HR processes including onboarding, offboarding, and contract changes
* Ensure payroll inputs and cycles are managed accurately by the team in coordination with Finance and external providers
* Develop and maintain SOPs across European entities, documenting localised workflows where necessary
* Maintain trackers and calendars for employment lifecycle milestones and document audits
Learning & Development (L&D) for Office Staff
* Identify training needs for office-based employees through performance reviews and stakeholder feedback
* Design and implement L&D initiatives focused on soft skills, management training, and functional development
* Source and manage external training vendors and platforms to support staff growth
* Oversee the regional onboarding program to ensure a consistent and high-quality landing for new office hires
Employee Relations and Compliance
* Oversee the management of employee relations cases including grievances, disciplinaries, and performance management handled by the ER Advisor
* Ensure case handling remains compliant with local labor laws and consistently documented across the region
* Support HRBPs in the coordination of high-level or sensitive employee relations cases
Team Leadership and Delivery
* Lead and coach the HR Ops & Payroll Specialist and the ER Advisor to ensure high-quality support across the employee lifecycle
* Act as the escalation point for complex operational or employee relations issues within the team
* Ensure the regional HR team is aligned on group standards and localised compliance requirements
Vendor Management
* Manage and oversee HR vendors such as payroll providers, L&D platforms, benefit brokers, and digital signature services
* Monitor service quality and contract terms, escalating performance issues when necessary
Required Qualifications
* Minimum 6 years of HR operations or generalist experience in a regional or multi-country setting
* At least 2 years of experience managing or supervising a small HR team
* Strong understanding of HR lifecycle processes, payroll coordination, and compliance across European jurisdictions
* Experience identifying training needs and coordinating L&D programs for office-based staff
* Solid experience working with HR systems such as Workday, ADP, or equivalent, including supporting system implementation and localisation
* Fluent in English; additional European languages are a plus
Desirable but Not Essential
* Background in retail, consumer brands, or other fast-paced, international environments
* Experience supporting HR operations across multiple European countries with varying regulatory frameworks
* Familiarity with regional expansion activities such as entity setup, employment registration, or vendor onboarding
* Exposure to Asia-based headquarters or working across time zones and culturally diverse teams
