Location GCO is based in London.

Assignment Location: Stratford E20 1HZ, Manchester M3 5DS, Telford TF3 3BD, Leeds LS1 4AP, Liverpool L2 7LS.

Occasional travel to meet colleagues, stakeholders and suppliers at HMRC and external premises is required.

Job Description

You will help design, create, implement and maintain category and sourcing strategies, bringing fresh perspectives and insights to the existing team.

Youll have substantive procurement/commercial experience and demonstrable delivery of high-value complex projects. You will apply this expert knowledge to deliver high-quality, compliant and innovative commercial outcomes aligned to HMRCs objectives that drive value for money across the procurement lifecycle.

You will be comfortable identifying, mitigating, and managing risk to protect and assure the delivery of complex projects and programmes, efficiently and effectively reducing the Departments risk exposure.

G7 e-Customer Relationship Management

HMRC is in the early stages of exploring a transformation of its Strategic Customer Engagement Platforms (CEP), known widely as Customer Relationship Management (CRM). The estate currently consists of a number of contracts across business units providing capabilities across disparate applications and suppliers.

HMRC needs to run a number of procurement competitions to select PaaS/SaaS tools to form the future technology stack for Customer Engagement. This includes omni-channel customer contract, web data exchange with customers and customer relationship platform. This will result in multi-year deals with a likely NPV market value of c.£700m.

You will support in the creation and delivery of the strategy, planning and execution of the programme through complex requirements gathering, procurement activity, business cases, senior stakeholder management and negotiations.

Locations

The successful candidate(s) will be able to agree a contractual workplace from those locations listed in this advert. When selecting your location listed in this job advert please be aware that this will be your contractual base location with a requirement to spend a minimum of 60% of your working time in this organisational workplace.

Your time spent on official duties at workplace locations other than your contractual office such as supplier, customer or partner locations required to perform your role is included in the 60% attendance.

This requirement will however take into consideration any reasonable adjustments agreed upon appointment for people with a disability, flexibilities agreed for those with specific caring responsibilities, or other similar temporary flexibilities.

Person specification

The Successful Candidate Will

* Work with Senior Business Owners and a wide variety of stakeholders in cross-functional teams, including Commercial Contract Management teams, to build a forecast of demand, deliver a quality service and drive value for money within the Commercial Process.
* Develop procurement strategies, sourcing processes and in-life management which support the delivery of HMRC and Cabinet Office objectives.
* Use specialist knowledge to support the development of innovative strategies and optimum routes to market to deliver the required commercial outcomes and improved value.
* Identify and successfully mitigate commercial risk in procurement strategies.
* Ensure adherence to governance, legislative and policy requirements, and adopt a robust approach to risk management, including formal reporting through internal and external governance channels.
* Lead both independently and through sourcing teams to deliver high-quality, compliant and innovative commercial outcomes, including large-scale IT procurements.

You must be able to demonstrate experience in digital procurements e.g., SaaS/PaaS/IaaS, and/or AI and negotiation of contracts in a public sector environment.

We would be particularly interesting in those who also have experience in:

* Commercial business partnering to enable major change; and/or
* Using lean, agile or continuous improvement techniques to deliver innovative commercial solutions.

Technical skills

We'll assess you against these technical skills during the selection process:

* Ability to analyse commercial risks and understand margins of error in developing recommendations for customers and/or key stakeholders. Articulating key risks when presenting recommendations for customers and/or key stakeholders.
* Experience of having had a leading role in complex commercial activities, with demonstrable experience in sourcing. Experience of influencing stakeholders, presenting technical issues in a coherent way.
* The ability to challenge senior stakeholder decisions, work under pressure, and deliver multiple commercial projects within agreed timescales.
* Take a view across the commercial lifecycle to create strategies that maximise the return on investment, improve costs and delivery, by developing commercial relationships to achieve stakeholder objectives.
* Experience in development of strategies for high-value/risk, critical/complex procurements and playing a leading role in the implementation and end-to-end delivery of these.
