About the Role
Adults Community Mental Health Rehabilitation Service is seeking an Operational Lead to cover maternity leave. This is a part‑time, fixed‑term role of 10 months. Fixed‑term and secondment opportunities will be considered.
Responsibilities
* Day‑to‑day responsibility for the operational management and delivery of services within the pathway
* Working in partnership with service users, carers, the wider multi‑disciplinary team and other partners and agencies to ensure effective outcomes
* Provide leadership and support the Service Manager in ensuring high‑quality care is provided across the pathway
* Hold delegated responsibility for the management of the pathway team budget in partnership with the Service Manager
* Ensure performance within designated trust standards including Key Performance Indicators and financial management targets
* Make operational decisions required for the pathway team to work effectively and efficiently, including allocation and deployment of resources and development of operational processes
* Organise the workload of the team within the pathway and ensure appropriate resources are available to meet the demands of the service
* Provide advice in complex clinical situations, taking into account a range of options to resolve presenting issues
* Engage in and support the development of policies, procedures and working practices within the team; ensure implementation, monitoring, evaluation and compliance with all policies
* Work collaboratively with the Service Manager, wider team and partnership/system leads in planning and delivery of the service
* Ensure that all Trust policies and guidelines are adhered to and provide guidance to clinical staff regarding implementation
* Support the local implementation of national strategies and to initiate change and practice development
* Manage designated team, exercising effectiveness and flexible budget control to stay within budgetary limits in conjunction with locality manager
* Maintain achievement of Key Performance Indicators and Essential Standards
* Act as authorised signatory for budgets associated with delivery of all aspects of clinical care
* Day‑to‑day line‑management responsibility for staff working within the pathway, including management of sickness, performance, recruitment and appraisals
* Promote, develop, implement and manage clinical standards and good practices within sphere of responsibility
* Accountable for direct delivery of service, providing specialist advice which contributes to the care of service users requiring intensive rehabilitation
* Be a visible, consistent presence in team and wider partnership working relationships
* Engage in complex case management meetings as necessary
* Be open and accountable to service users and carers and promote a positive approach to person‑centred care
* Adhere to CPA policies and processes
* Support and ensure safeguarding policies and procedures are implemented
* Provide appropriate advice to team staff, multi‑disciplinary and Management Groups
* Monitor and evaluate practice based on contemporary and current trends and initiate changes
* Ensure statutory and professional responsibilities of relevant professional Codes of Conduct are met in collaboration with respective leads
* Ensure skill mix provided is compatible with demands of the service, considering risk assessment
* Promote, encourage and develop integration between community and inpatient services
* Work collaboratively to facilitate effective early discharge planning from out‑of‑area placements or inpatient settings
* Encourage and facilitate multi‑disciplinary and multi‑agency working
* Provide advice, information and support regarding Local Authority and NHS Complaints procedures; implement associated actions and recommendations
* Monitor and manage performance of the team and individuals to achieve Trust goals
* Undertake operational management supervision
* Ensure compliance with Trust’s objectives in relation to the Governance Agenda
* Encourage staff to share good practice, develop ideas to improve services and promote research
* Maintain a strong overview on environmental standards and address safety, dignity, quality, and infection control issues
* Promote service audit, evaluation and research
* Ensure robust risk assessment and management according to policies
* Ensure all staff receive a PDC appraisal and have an appropriate personal development plan with mandatory training
* Undertake mandatory training and maintain an appropriate personal development plan
Qualifications
* Experienced CMHN/OT/Social Worker with significant post‑qualification experience at Band 6 or above in a mental health clinical field
* Ability to challenge and positively influence change to clinical practice
* Experience of delivering assessment, planning, implementation and evaluation of care for service users with complex severe and enduring mental illnesses
