Are you looking for a role where you can make a difference to the learning and development of staff and volunteers?

St Leonard's Hospice is recruiting a Learning & Development Manager to join our Workforce, Education, Learning & Development (WELD) department. You will manage the small team and deliver a comprehensive, high-quality offering that delivers a varied curriculum to support the wider aims of the Hospice, embed our CARES values and fulfil our legal and regulatory requirements.

This is an exciting time to join us as through our digital transformation we have invested in a Learning Management System to provide more structured learning and reporting. We have recently undertaken our 2 yearly employee survey so there will be an opportunity to use this feedback to implement further positive change. Our spot survey in Jan 2026 indicated that 93% would recommend us as a great place to work. As part of the People team (alongside HR and volunteers teams) you can work with us to build our employee and volunteer engagement.

This is a full-time position working 37.5 hours per week in office hours, Monday to Friday. The salary band for this role is £38,906 - £41,059 per annum with future pay progression up to £46,850 per annum and a pay award pending.


Main duties of the job

As a Learning & Development Manager, your key duties will be to:

* Maintain accurate training needs analysis and create and design a range of innovative programmes and learning solutions to support the People strategy, Hospice vision and values
* Act as a learning partner to the Corporate functions and work collaboratively with the Clinical Practice Facilitator who is responsible for leading the clinical-based education programme
* Manage the Hospices training budget, maximising the use of alternative funding streams for development such as the apprenticeship levy, ensuring that training provides the best return on investment for the Hospice

In order to succeed in this role, our ideal candidate will:

* Have previous experience working in a L&D/OD function and in identifying organisational wide educational needs in a professional organisation
* People management experience and the ability to communicate well with a variety of different key stakeholders from staff to Board members
* Be able to manage a demanding and diverse workload, remaining effective and credible under pressure

Job responsibilities

To lead the Workforce Education, Learning and Development (WELD) team to deliver a comprehensive, high-quality Education, Learning and Development offering that fulfils our legal and regulatory requirements, and delivers a varied curriculum of education, learning and development to support the wider aims of the Hospice and embed our CARES values.

Reporting to the Director of People this role will also work alongside the Head of HR to deliver our People plan supporting the growth and capability of our workforce and foster a culture of continuous learning.

Mainduties and responsibilities

1. Ensure the smooth running of all education, learning and development activity to meet statutory regulatory requirements and agreed corporate and service priorities. To work collaboratively with the Clinical Practice Facilitator who is responsible for leading the clinical-based education programme.

2. Maintain accurate training needs analysis based on changes in legislation and the sector landscape, engagement with relevant subject matter experts, survey analysis, and other data intelligence methods.

3. Create and design a range of innovative blended programmes to support the People strategy, Hospice vision and values.

4. Contribute to service improvements for the Hospice induction and onboarding experience for staff and managers.

5. Act as a learning partner to corporate functions to support them to determine current and future education, learning and development priorities, and develop robust workforce development plans to deliver these.

6. Support the design & development of online (eLearning, videos and online resources), face to face and virtual learning solutions. Coaching and guiding line managers in adult learning theory to enhance delivery.

7. Deliver education, training and development sessions in a format that engages, motivates and inspires learners.

8. Contribute to the wider people and culture agenda, for example facilitating bespoke sessions for teams using a range of different tools (psychometric questionnaires, 360 feedback and surveys, building leadership capability).

9. Manage the biennial staff survey and a plan for regular spot surveys across the Hospice and associated action plans.

10. Manage external suppliers to ensure programmes of delivery meet the required standards, achieve learning outcomes and reflect value for money for the Hospice.

11. Be a system administrator for our Learning Management System (LMS), find creative ways to fully leverage LMS functionality, and hold responsibility for the accuracy and quality of data and content on the LMS.

Policy, Reporting and Service Development

1. Develop and implement standard operating procedures for all aspects of WELD administration, ensuring the WELD team have clear responsibilities and can implement the procedures effectively.

2. Manage the Hospices training budget, ensuring compliance is achieved within budget and that resources are allocated fairly and in a manner that provides the best return on investment for the Hospice.

3. Provide reports and assurance on compliance through existing governance structures.

4. Maximise the use of alternative funding streams for development (e.g. grants, apprenticeship levy).

5. Support the development and implementation of service strategies which have education, training, learning and development implications e.g. transformation and service improvements.

Leadership and Management

1. Manage the WELD team. Undertake regular supervision, set clear performance and development objectives, conduct appraisals, manage absence and workload.

2. Work in partnership with subject matter experts, senior managers, Health and Social Care partners etc. to promote and participate in delivery of multi-agency, multidisciplinary learning.

3. Represent the Learning and Development function at key forums within and networking groups and events outside the organisation as necessary.

4. Identify and champion opportunities for collaboration in Workforce Education, Learning and Development.

5. Oversee internal communications so that our people remain engaged and aligned to our mission, vision and organisational values.


Person Specification


Experience

* Previous experience of planning, designing, delivering and evaluating learning and development interventions
* Experience of working in a L&D function
* Significant experience of identifying organisational wide education, learning and development needs in a complex, professional organisation
* Experience of working collaboratively with a range of stakeholders to achieve organisational objectives
* Strong understanding of L&D theories and methodologies and their practical application
* Ability to manage multiple stakeholder expectations
* Facilitation, presentation and problem-solving skills
* Ability to manage a demanding and diverse workload, remaining effective and credible under pressure
* The ability to analyse data and use feedback to improve services
* Skilled in using technology as a tool for producing learning and development collateral and management reports
* Experience of Health and Social care environment (and CQC requirements) or working under a Regulated environment
* Experience of supporting multidisciplinary groups and teams
* Experience of commissioning and managing external suppliers ensuring value for money
* Experience delivering management and leadership development

* Able to flex and adapt to changing demands


Qualification

* Excellent communication and influencing skills and personal and professional credibility to gain the confidence of stakeholders at all levels, including Board level Ability to engage with a range of audiences with differing levels of understanding


Qualifications

* Educated to degree level or equivalent
* L&D, coaching or teaching qualification or willing to work towards relevant accreditation
* Membership of relevant professional body (e.g. CIPD, CIM, IoD, BPS)
* Insights accreditation or prepared to gain accreditation


IT

* Using Microsoft Office 365 (including Teams)
* Experience using and building Learning Management Systems (ideally Moodle based)
